DGP sends missive to SSPs, SPs asking for performance with good behaviour

DGP Anurag Gupta is for a public friendly police. He wants cops and officials to behave well with the public. 

 

Misbehaviour of a cop with the public is simply unpardonable. It has no place now in the Jharkhand police set up, DGP reminds. 

 

All this and more are enshrined in the 2 page letter of DGP Jharkhand Anurag Gupta written and sent to the SSPs and SPs along with DG CID / Special Branch. 

 

DGP's letter is dated 31.8.24 where the letter concedes that various information reaching PHQ suggested a downgrade behaviour of police with public and time loss in registering the FIR, in some cases deferring the registration to another day. 

 

The letter singularly pinpoints Thana Munshi for half of the mess as it is the Munshi who receives the application / petition but declines to give receipt for it. The result is a petitioner has to go extra for it. 

 

Again the registration of the FIR is delayed where the case is of the nature of cyber crime, SC/ST affair, Human Trafficking, Crime against women etc as in these events a police officer redirects a victim to visit the right Thana for relief. 

 

The police officer by redirecting the victim to a specific Thana tries to keep himself free. Here the DGP Anurag Gupta cracks his whip. 

 

He has asked in his letter as to where it is not to register the FIR where a specific Thana is and why a victim would be so inconvenienced just because there is a Thana for it. 

 

DGP asks his officers to shun this practice of causing inconvenience to victims all in the name of the specificality of the Thana. 

 

DGP has diagnosed the ill. He has suggested a bitter pill but no placebo. The pill initiates strict and stringent administrative action. The errant police officer is shown the door. 

 

The ill/ malaise is not to do work in time by the cops. And how not to do work in time is to raise frivolous issues of territorial jurisdiction etc. 

 

DGP's letter refers to section 173 of the Bhartiya Nagrik Suraksha Sanhita 2023. It asks for registering FIR / 0FIR irrespective of the territory and whereupon any police officer is not obeying it, means in the simplest term the police officer is a defiant. He is to be excited without any second thought. 

 

DGP's letter has a terrible reminder to one and all in the state police set up. His letter reads that the police is a public servant and saviour and not master of the public. 

 

Anurag Gupta has maintained in his letter that police must put a stop to making inventions or pretexts for not doing or performing in time. 

 

The punch line of the letter is act in time or go.
