Gujarat mulls social media, AI rules for kids under 16

The Gujarat Government is examining the possibility of introducing a regulatory framework for the use of social media and artificial intelligence (AI) tools by children below the age of 16, drawing lessons from measures adopted in Australia and other European countries, according to official sources.
Officials said the proposed framework would not be limited to social media but would also address the growing use of AI-powered tools by students. The move follows increasing concerns among educators and policymakers about the potential impact of excessive digital engagement on children’s mental well-being, attention span, behaviour, and independent thinking.
The Education Department is studying policy models implemented in Australia, parts of Europe, and Indian States such as Andhra Pradesh and Goa before preparing draft guidelines. Authorities are also assessing concerns that heavy reliance on AI could affect students’ reasoning, critical thinking, and problem-solving abilities.
Officials acknowledged that implementing such regulations would present practical challenges. Before finalising any policy, the Government is expected to consult parents, child psychologists, education experts, digital safety specialists, and other stakeholders.
Sources said the proposal remains at an early stage, and no final decision has been taken on the nature or scope of the proposed guidelines. The State is also understood to be in touch with the Centre, which is exploring similar measures.
