Nine agendas were approved in the cabinet meeting held on Tuesday under the chairmanship of Chief Minister Hemant Soren. Land Revenue Minister Deepak Biruwa, Minister Hafizul Hasan, Minister Irfan Ansari, Minister Deepika Pandey Singh, Minister Yogendra Mahato were present in the cabinet meeting.
In the major cabinet decision, the government has approved new guidelines for the independent and transparent selection of the Director General of Police (DGP). A committee headed by a retired high court judge will oversee the process.
The state government approved the Selection and Appointment Rules, 2024 for the Director General and Inspector General of Police, Jharkhand (Chief of Police Force). Under the new rules, the state no longer needs to send nominations to the Union Public Service Commission (UPSC) panel for appointing the state police chief.
According to the guidelines, the selection committee will include the following members: A retired high court judge (committee head), the chief secretary, a UPSC nominee, the Jharkhand Public Service Commission (JPSC) chairman or nominee, the Home Department’s additional chief secretary or principal secretary and the retired DGP from the state.
Approval was given to identify posts as per current requirements in the light of previously created posts of Jharkhand Lower Education Service.
The Council of Ministers approved the convening of the second (budget) session of the Sixth Jharkhand Legislative Assembly from 24 February 2025 to 27 March 2025 and the related provisional program.
Approval was given on the draft MoU to be made with the Government of Jharkhand and the Ministry of Health and Family Welfare, Government of India for setting up a new AIIMS in Deoghar district with the aim of providing quality and easy tertiary medical facilities in the state of Jharkhand. The cabinet approved the Memorandum of Understanding (MoU) format to be signed between the Government of Jharkhand and the Ministry of Health and Family Welfare, Government of India. This MoU will facilitate the establishment of a new AIIMS in Deoghar district, aimed at providing quality tertiary medical care in the state.
In compliance with the judgment passed on 18.10.2024 by the Hon'ble Jharkhand High Court, Ranchi in Contempt (C) No. 818/2022, Sadan Prasad vs. State of Jharkhand and others, approval was given to promote Sadan Prasad, the then Branch Officer, Excise and Prohibition Department, Jharkhand, Ranchi, currently retired, to the post of Under Secretary category with retrospective effect along with financial benefits.
Under the provisions of amended Section-14 of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989, approval was given to designate the court of Additional District and Sessions Judge-1, Nagar Untari, Garhwa as Special Court. Approval was given for the formation of Jharkhand Nurse Non-Academic Cadre (Appointment, Promotion and Other Service Conditions) Rules, 2025.
