The National Human Rights Commission (NHRC) has recently issued conditional summons to the district Collector, Kendrapada, as well as to the Commissioner of Police, Delhi, to appear before the Commission on November 10 along with requisite reports related to tragic dengue death of a child in Delhi that resulted in suicide of his parents in 2015.
The apex rights panel passed a series of directions while adjudicating a petition and rejoinder filed by Supreme Court lawyer and activist Radhakanta Tripathy.
The NHRC also considered the reports of the Delhi Government and a Magisterial inquiry report submitted by the SDM, Saket.
Tripathy alleged that Laxman Rout, the youngest son of 80-years old Kartik Chandra Rout, of Jagulaipada was staying with his wife Babita Rout and 7-years old son, Avinash Rout, in a rented house at a four storied building in Lado Sarai of South Delhi and eking out his living with a company that provided services to Pizza Hut outlets.
Avinash fell sick as he suffered from dengu. Later, the couple ran from pillar to post to get their sick child admitted to hospitals but was turned away by Moolchand Hospital and Max super speciality Hospital at Saket, as there was not bed available.
Later, Laxman’s son was admitted at Batra Hospital and Medical Research Centre in a very critical condition, but he died .
As a result, on the night of September 8,2015, Laxman and Babita had buried Avinash after he succumbed to dengue. Being depressed over the fact, the couple jumped to death from the four-storey building in Lado Sarai, hours later Avinash was buried.
The Commission held that there was lack of coordination and professionalism among the medical professionals, who were approached by the attendants of the patient Avinash. Further no punitive action has been taken yet by the Delhi Government against the private hospitals and the doctors who have violated the provisions of Delhi Nursing Registration Act 1953 & Rules laid thereon.
The district Collector, Kendrapada was directed to provide legitimate relief and assistance to the family of deceased Laxman Rout.
Since Commissioner of Police, Delhi and district Collector, Kendrapada could not submit their reports despite repeated opportunities, the NHRC issued the conditional summons.
