The legal and human rights wing of the Delhi Congress on Monday filed a complaint with the National Human Rights Commission (NHRC) and demanded compensation and protection to the family of a toddler who was brutally murdered in Aligarh in neighbouring Uttar Pradesh.
The Chairman of the legal and human rights department of the party, advocate Sunil Kumar, in his petition, mentioned that in the Aligarh incident, the guidelines issued by the Supreme Court of India in this regard were not followed. He said that if these guidelines were been followed in the Aligarh case, then the precious life of a toddler could have been saved.
"This is not the first case where a girl child has been brutally murdered, but there are a number of cases in which girl child has been murdered after being raped." said Kumar in the petition.
Advocate Sunil Kumar, in his complaint, gave the example that as per the data of Delhi Police and the Ministry of Women and Child Development, as many as 20 children on an average go missing in the National Capital Territory of Delhi every day. Citing media reports, Adv. Sunil Kumar said that in the last 72 hours, from 9th June, 2019, a rape has been committed in Bareilly, Barabanki, Bhopal and Hamirpur, with children of seven, eight and ten years old. He said that that these incidents expose the sorry state of affairs of the Police Departments in various parts of the country.
He said that during the 15-year rule of the Congress party in Delhi not only crimes against women and children were decreased. The petitioner has also demanded that the Chief Secretaries of all the states be directed to follow the guidelines issued by the Supreme Court of India in the matters of missing children.
A senior party leader said that the petition was filed on the direction of Delhi Congress president Sheila Dikshit.
