Satyendar Jain among six arrested in STP projects tender case

The Anti-Corruption Branch (ACB) on Tuesday arrested six accused, including former Delhi Water Minister Satyendar Kumar Jain and former Delhi Jal Board (DJB) CEO Udit Prakash Rai, in connection with a multi crore scam involving the ten dering process for upgrading Delhi Jal Board’s sewage treatment plants. The investigators traced the bribe money worth `1.52 crore to the bank accounts of the utility’s former CEO. “The tendering process allegedly involved restrictive technical specifications favouring a particular technol ogy provider, thereby restrict ing competition and providing undue advantage to a select ed private entity,” Joint Commissioner of Police Vikramjit Singh, head of the Anti-Corruption Branch, said in a statement announc ing the arrests.
The other accused arrested are Ankit Srivastava, a former contractual consultant with the DJB, and private persons Nagendra Yadav, proprietor of AN Enterprises, Raja Kumar Kurra, owner of Euroteck Environment Pvt Ltd, and Pankaj Verma, proprietor of Srijanhar. The arrests were made in connection with an FIR registered in May 2024 Satyendar Kumar Jain under provisions of the Prevention of Corruption Act and relevant IPC sections at the ACB police station. The case originated from a com plaint by the Directorate of Vigilance, GNCTD, alleging large-scale irregularities and manipulation of tender condi tions in the process of aug menting and upgrading DJB’s sewage treatment plants. According to ACB, the inves tigation found that the tender ing process included restric tive technical conditions that favoured Euroteck Environment as the technol ogy provider, effectively limiting competition. Investigators found that Rai received bribes amounting to `1.52 crore in bank accounts belonging to him and his rel atives, routed through AN Enterprises from Euroteck. Electronic evidence examined during the investigation reportedly showed exchanges of restrictive tender condi tions, corrigendums and other tender related documents that were later incorporated into DJB’s official tender notice, pointing to what inves tigators described as a nexus between private persons and public officials.
The financial trail, according to ACB, showed funds moving through intermediary enti ties Srijanhar and AN Enterprises in the form of alleged commissions or bribes. Based on the evi dence gathered, all six accused were interrogated and arrest ed by the ACB on August 18, 2026, in accordance with law. The ACB said further investiga tion into the case, including the complete money trail and alleged proceeds of crime, remains in progress. The arrests mark a signifi cant development in the ACB’s investigation into alleged cor ruption and irregularities in the Delhi Jal Board’s STP ten dering process.
