District mining office here struggles for more and more revenue collection this financial year 2024 -25. It's a daunting task all the way. The gasping is for a very inflated target fixed this year. It is 413.57 crore.
Target fixed but no concern for human resources. The district mining office here is manned by two mining inspectors and their chief district mining officer. A couple of others work here on deputation.
The last financial year 2023 -24 the target was 305 crore. Targets are easy to be fixed. Achieving the target is an arduous task.
It is so here with the district mining office. The achievement rate for the last financial year 2023 -24 was a bare 158 crore as against the target for 305 crore.
A 200 crore down district mining office here has been given a hopping 400 crore plus target for the year 2024 -25.
Roughly speaking the district mining office here has collected 95.24 crore till November and additional around 15 crores in December.
District mining officer Sunil Kumar is in a fix for the revenue collection. The officer looks determined and committed but the past collection of revenue is not upbeat.
As against 305 crore, the collection was 158 crore. Now with 413 crore plus target this financial year things hardly look any pretty.
Can the district mining office here collect 300 crore in 92 days left before this financial year ends on 31st March?
It's impossible and unthinkable. Sources said such a sky touching target sounds big but its translation into reality is equally a fantasy.
Revenue comes from coal and here this FY coal dispatch is nil. Again 9 graphite mines, 1 limestone mine, 9 balu ghats etc are in mesh / non operational for want of the environment clearance. Non operational mines don't generate revenue. They are as good as liability.
It's a stone quarry where the district mining office has a great sense of relief. There are 68 stone quarrying mines here.
Till November this year the stone quarry had given 84 crores which in the corresponding month last year 2023, the stone quarry revenue was 23 crore of rupees.
District mining officer Sunil Kumar said "We have a 40 percent hike in revenue collection from stone quarries this FY. It's a graceful collection."
With the district survey report ready lease for stone, soil etc will be much in demand now. Absence of the district survey report had kept in mind the fate of 120 brick kilns too.
Two things stifled the revenue. One the environment clearance and the other absence of the district survey report. The district survey report is available while environment clearance is to be had from Ranchi.
