Revenue Maha Abhiyan 3.0 starts today on CM’s instructions

Chief Minister Mohan Yadav has given instructions to run Revenue Campaign 3.0 from November 15 to December 15, after the success of Revenue Campiagn-1 and 2. Detailed guidelines for the work to be done in the Revenue Campaign have been issued to all the collectors.

Principal Secretary Revenue Vivek Porwal said that the speedy resolution of pending revenue cases of the Revenue Department and revenue record errors will be rectified in Revenue campaign 3.0. Detailed guidelines regarding the campaign have been issued to all the district collectors. The Campaign dashboard has also been created for district-wise progress.

The Maha Abhiyan includes nomination transfer, property distribution, record correction, resolution of pending cases of demarcation in revenue courts, registration of new revenue cases in revenue courts, map corrections, saturation of PM Kisan, linking of Aadhaar with ROR, marking of traditional routes, farmer registry and implementation of Swamitva Yojana.

In the guidelines issued by the Revenue Department for the campaign, it has been made clear that while ensuring the resolution of the nomination transfer cases that have crossed the time limit, the newly registered cases will also be resolved within the time limit. Also, under the succession transfer, a list of people who have died will be prepared by getting the B-1 read by the village Patwari. According to that, after registering a case, immediate action for nomination transfer will be taken. Similarly, the pending cases of property distribution and the newly registered cases will be resolved.

The Revenue Campaign will also ensure resolution of cases of rectification of all types of records pending for a period of 6 months. Revenue officers have been instructed to immediately resolve the pending demarcation cases registered on RCMS in the Maha Abhiyan and resolve new cases by registering them. The mega-campaign will also include marking of roads, paths, and public lands recognized under Section 131.

The action of dividing the map will be taken in the Revenue Campaign. According to the Khasra allotment list available on the village map, the work of updating the map will be done by the Patwari and Tehsildar through the map allotment module on the Bhulekh portal. Top priority will be given to the implementation work. The records of all the involved Khasras will be corrected on the basis of settlement records and the current Khasra map. By visiting the land records portal, the applicant can link his Khasra with Aadhaar. Its verification will be done by the Patwari.

The eligible beneficiaries left out in the action taken for saturation in PM Kisan Yojana will be added to the scheme. Information on ineligible beneficiaries will be updated on PM Kisan Portal. The pending e-KYC process will be completed through OTP through the PM Kisan App, PM Kisan Portal, through biometrics through CSC center or face recognition through PM Kisan App. The process of opening the pending Aadhaar bank account for DBT will be completed by taking the cooperation of the concerned bankers and opening an account related to India Post Payment Bank.

Under the Swamitva Yojana in the Maha Abhiyan, ground truthing work will be completed in all the villages by November 30, 2024 and updated maps will be obtained from the Survey of India. The process of ROR entry in the scheme will be done continuously. The proceedings will be completed by December 15.

The Divisional Commissioner will keep an eye on the action taken in Revenue Maha Abhiyan 3.0. He will also regularly review the progress of the campaign by visiting the districts of the division. Additional Director, Madhya Pradesh Land Records Management, Bhopal has been appointed nodal officer at the state level to coordinate the revenue mega-campaign.
