Expedite recruitment for effective implementation of three new laws: LG

Delhi Lieutenant Governor(LG)Vinai Kumar Saxena has directed the Chief Secretary to form a committee to expedite recruitment for effective implementation of three new criminal laws.  They were implemented from July one.

Giving details, Raj Niwas officials said on Tuesday, Saxena on Monday reviewed the ongoing implementation of the three new criminal legislations in the National Capital.  Expressing satisfaction over the status and pace of the roll out, the LG asked for the recruitments against various posts required to be expedited. In this regard, he asked the Chief Secretary to form a Committee of all departments concerned so as to expedite the recruitment process of permanent employees by smoothening out processes like finalization of RRs, advertising of posts, etc. in one go.  The departments involved in the matter of recruitments include Services, Administrative Reforms, Finance and the user departments, FSL, Directorate of Prosecution and Prisons.  

Apart from the Chief Secretary, heads of all stakeholder departments viz, Home Department, GNCTD, Delhi Police, Forensic Science Laboratory, National Informatics Centre, Directorate of Prosecution, GNCTD, Health Department, Finance and Administrative Reforms Department were present in the meeting. 

Bharatiya Nyaya Samhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA) have come into effect from July one, replacing the colonial-era Indian Penal Code (IPC), Code of Criminal Procedure (CrPC) and Indian Evidence Act respectively.  It was the fourth Review Meeting headed by the LG in this regard. 

Various issues were deliberated upon in the meeting, including the training of nodal officers appointed by the Health Department, GNCTD for MedLEaPR (portal for medico-legal cases) and recruitments in various implementing departments / agencies:  It was informed by FSL that the requisition for 200 posts had been sent to DSSSB on 31.08.2024 and draft RRs for additional 11 posts had been published on the website for comments.

For the proposed appointment of 165 Jr. Scientific Assistants on contract basis, till permanents appointments were made, 5000 applications had been received and the ongoing walk-in-interviews in this regard were to be completed by 12.09.2024.

Rs 115 crore for procurement of additional equipment for Directorate of Prosecution (Rs13 Cr.), FSL (Rs 50 Cr.) and Prisons (Rs 52 Cr.) were being allotted by the Finance Department. 

On the decision in the last meeting with regards to expeditious procurement of Mobile Forensic Vans by Delhi Police and FSL, it was informed that 15 vans had already started working, another 15 were expected to be in place by the end of September and for another six vans, tenders had been floated by FSL.

Directorate of Prosecution, which had been facing space crunch, had flagged the issue in the last meeting and LG had issued directions to make space available for them at the earliest.  Accordingly, it was informed that 13,000 sq.ft of space was being made available to the Directorate at DMRC Building at Shastri Park.  

With regards to the proposal of draft charge sheets prepared by Delhi Police being sent to the Directorate of Prosecution through online mode only, it was informed that for resolving the technical glitches and availability of ample online storage space, NIC had submitted a purchase intent of Rs 40 Lakh. 

Central Government Hospitals, AIIMS, Safdarjung and Ram Manohar Lohia Hospital had been on board for MedLEaPR and 280 Delhi Government Doctors and 44 Central Government  Doctors had registered on the platform and already generated 247 Medico Legal Reports on MedLEaPR.  Regular Trainees through NIC and Law Department for all Doctors had been completed.
