DGP reviews anti-naxal campaign, courts’ security

Director General of Police Anurag Gupta today chaired a meeting with all the IGs, DIGs, SSPs and SPs through video conferencing regarding anti-Naxal operation and security of Courts here on Friday. In this meeting, a comprehensive review was done for the complete eradication of extremism. In the course of review, in the past few days, some incidents of arson / vandalism have been caused by Maoists / Splinter Groups / criminal groups in some districts of the state such as Ranchi, Latehar, Hazaribagh, Khunti and Chatra.

The DGP instructed that all SPs will review all such cases that have happened earlier in their district and in those cases in which FIR has not been registered even after giving prior information about receiving threat, in such cases, after identifying the concerned responsible officers, they will ensure to submit a report to the Police Headquarters immediately. In future, it will also be ensured that FIR should be registered in all the information related to threat by Maoists/Splinter Groups/criminal groups given by the victim.

He further said that the SPs will review who is the investigator of the cases registered in connection with arson/sabotage by Maoists/Splinter Groups/criminal groups? How many such cases are there in which the police station in-charge himself is the investigator of the case and in how many cases other junior officers have been made investigators. In this regard, a clear report will be sent to Police Headquarters Jharkhand, Ranchi. Along with this, strict instructions were given that the police station in-charge himself will take over the investigation of all the cases related to arson/sabotage caused by Maoists/Splinter Groups/criminal groups.

The SPs were instructed to ensure that in future, if such an incident occurs, the police station in-charge or an officer of the level of Police Inspector should be made the investigator of the case. If this is not complied with, action will be taken against the concerned police station in-charge and the concerned Superintendent of Police will also be held responsible.

 

It was also directed that effective attachment and confiscation action should be taken against the accused of Maoists / Splinter Groups / criminal groups who are absconding in various cases. SPs were asked to review how many such cases have attachment and confiscation action pending. They will ensure to send a report to the Police Headquarters, identifying the officer responsible for the delay in attachment and confiscation action.

It was directed to take action for attachment and confiscation of the immovable property of the absconding criminal. SPs were asked to send a report to the Police Headquarters, reviewing the current status of attachment and confiscation of immovable property of absconding criminals and identify the properties acquired through crime and update its documentation.

By preparing a profile of every member of all Naxal/Splinter Groups, SP have to ensure that their subordinate officers and personnel are made aware of the profile of every member of Naxal/Splinter Groups on the basis of "know your enemy". In future, during the field visits by the DGP, it will be checked whether the officers posted in the field have information about the members of the extremist elements in their area or not? If any deficiency is found in this regard, action will be taken against the concerned officer/station in-charge/police inspector/deputy superintendent of police and responsibility will also be fixed against the concerned Superintendent of Police.

The DGP also reviewed in detail the security arrangements of the High Court and other court premises as well as the security arrangements of the residential premises of the Judges. It was also directed that IGs/DIGs will inspect from time to time from the security point of view on all the points related to the court.

In the meeting, Dr. Sanjay Anandrao Lathkar, ADG (Operations), Akhilesh Jha, IG, Ranchi, Amol Vinukant Homkar, IG(Operations), Prabhat Kumar, IG, Special Branch, Indrajit Mahatha, DIG, Jharkhand Jaguar, Karthik S, DIG, Special Branch and other police officers were present and all the IGs, DIGs and SSPs/ SPs participated through video conferencing.
