Climate change: Challenges and COP28

India's unique and novel initiative– Mission LiFE and Green Credit Program (GCP) can be replicated by other countries

The whole world is concerned about climate change and its ill effects. Climate Change concerns have attained centre stage in all environmental, social and economic deliberations at the National as well as Global levels. In this sequence, again during the 28th session of the COP (Conference of Parties) related to the United Nations Framework Convention on Climate Change ( UNFCCC), which started November30 in Dubai, UAE, more than 190 countries are deliberating on various issues. In this conference, countries around the world are discussing the challenges related to climate change and reviewing the progress made in the decisions taken in previous conferences as well as global brainstorming.

India has taken several concrete initiatives at the national and international levels in recent years to address the challenges of climate change. To take this movement forward, the Ministry of Forest, Environment and Climate Change, Government of India has notified the Green Credit Scheme (GCP) and rules in October 2023.  Its objective is to encourage every individual and community to promote a healthy and environment-friendly lifestyle.

The concept of the Green Credit Scheme will be based on a very simple process to benefit from environmentally favourable conditions. Therefore, common people, community organizations, industries and corporations will be encouraged to adopt and support environment-positive actions under the Green Credit Program( GCP), proposed at the National Level.The program will also enable India to meet Nationally Determined Contributions ( NDCs), submitted to UNFCCC. The program envisages incentives for voluntary environmental actions of various stakeholders. Presently the guidelines and rules have been notified for tree planting and water conservation-related activities. Sustainable Agriculture, Waste Management, Air Pollution Reduction, Mangrove Conservation and Restoration, Ecomark-based trading by manufacturers, Sustainable Building and Infrastructure are the other sectors that will also be covered under the Green Credit  Program (GCP) for financial incentives. Under this scheme, various stakeholders will be encouraged to voluntarily adopt environment-friendly activities by encouraging competitive market-based trading for availing benefits of green credits. The main objective of this scheme is to encourage environmentally positive actions so that the challenges of environmental protection and climate change can be faced at the individual and community levels.It aims to allocate credit as per the activity and also to encourage the process of measuring and verifying the progress of the activity and also to encourage environment-positive actions to raise awareness at the grassroots level on a large scale and fulfil the vision of Mission Life. This will also support the adoption of environment-friendly lifestyles and meeting sustainable development goals ( SDGs), based on values and policies. GCP will also encourage individuals, farmer producer associations, environment-friendly agriculture, industries, urban and rural local bodies, private sector, industries, NGOs and community organizations etc. to adopt environment-friendly positive actions in the form of tradable 'Green Credits’, for which market-based system is being envisaged under the program.Green credits, certified as per the notified format of the Green Credit Program will be verified by the Program Administrator as a unit, the benefits of which will be determined as per market-based assessment. The eligible entity has to register to generate green credit units. There will be a system of third-party certification to certify the activities of the registered units as units of green credit. Under this, any activity by the consumer or community to obtain or spend green credit is subject to market-based verification. The quantum and value of green credit will be determined by the authorized agency and will be determined on the environmental positive benefits associated with the activity. The quantity and value of green credit will be determined by the authorized agency as per the rules and norms approved by the Central Government.The promotion of green credit will have many benefits, such as the promotion of green industries, and pollution control which will ensure improvement in air and water quality and protection of biodiversity. The pace of community and individual-driven planting of trees will increase. Challenges of climate change will also be addressed. The Green Credit Scheme is a novel and unique initiative to achieve the goals and objectives of Mission LiFE, launched by Prime Minister  Modi. This unique initiative  can be adopted by other nations at the global level by adjusting environment-friendly lifestyles.
