Haryana issues fresh guidelines for benefit of reservation to ex-servicemen and their children

The children of ex-servicemen in Haryana will now be entitled to avail the benefit of reservation when the ex-servicemen does not want re-employment in civil service.

For, Haryana Government on Wednesday issued fresh guidelines to give benefit of reservation on civil side to ex-servicemen and their children.

Under the new guidelines, an ex-serviceman who himself or herself has already secured employment in civil service on regular basis in any department, board, corporation, university ect under the State Government with or without availing the benefit of reservation will not be eligible to avail the reservation benefit for any subsequent appointment in the State Government. However, the benefit of age relaxation for securing another employment in a higher pay scale or post shall remain to continue.

Apart from this, his or her children will also not be eligible to avail the benefit of reservation against the posts reserved for ex-servicemen.

Where an ex-serviceman who himself or herself is eligible to avail the benefit of reservation but he or she does not want reemployment in civil side, in such case, one of his or her children will be entitled to avail the benefit of reservation, the guidelines stated.

No children of martyr military personnel shall be entitled to avail the reservation benefit as one family member is already entitled to avail the benefit of compassionate appointment under another policy for family members of martyr armed forces personnel.

The guidelines further stated that the priority list for recruiting agency for appointment of ex-servicemen or their children against the posts reserved will be under criteria including disabled ex-servicemen (the posts for which they are physically fit), children of disabled ex-servicemen, other ex-servicemen who are eligible for re-employment in civil service or children of other ex-servicemen who are eligible for re-employment in civil service.

An ex-servicemen who have been discharged from military service by way of dismissal, misconduct or inefficiency neither he/she or their children will be entitled to avail reservation benefit in civil service.

The fresh instructions will come into effect with immediate effect and an order in this regard was issued to all administrative secretaries, heads of departments, managing directors, chief administrators of boards or corporations, divisional commissioners, deputy commissioners and registrars of all the Universities.

Notably, Haryana Government has reserved five percent posts in class-I and II categories and horizontal reservation of 14 percent for ex-servicemen in class III and IV posts in all government departments, semi government agencies and public sector undertakings.
