HUDCO delivers record financial performance

Housing and Urban Development Corporation Limited (HUDCO), a Navratna NBFC-IFC, held its 56th Annual General Meeting (AGM) through video conferencing, where Sanjay Kulshrestha, Chairman and Managing Director, highlighted the Company’s strongest-ever operational and financial performance despite global economic and geopolitical uncertainties.
Addressing shareholders, Kulshrestha emphasised that urbanisation will be a key driver of India’s long-term growth and that HUDCO remains well-positioned to support sustainable, resilient, and inclusive urban development across the country. Further, he observed that as one of the fastest-growing major economies, well-planned cities- major metros as well as Tier-II and Tier-III towns- will be critical drivers of investment, employment and productivity.
Kulshrestha highlighted the growing role of the Urban Invest Window (UiWIN), which serves as a one-stop solution providing end-to-end support to ULBs for infrastructure development. Launched in November 2025 under the guidance of the Ministry of Housing and Urban Affairs, it reflects the philosophy, ‘When cities win, everyone wins.’ Since its launch, UiWIN has partnered with several States, including Rajasthan, Madhya Pradesh, Chhattisgarh, Gujarat, Bihar, and Odisha.
HUDCO is also strengthening its institutional foundations by leveraging its Navratna and NBFC-IFC status, expanding its participation in PPP projects across multiple sectors, reviewing key policies, advancing asset monetisation and maintaining strong asset quality through proactive risk management.
The Company has also diversified its resource mobilisation through ECBs, Section 85 (formerly 54EC) Capital Gain Bonds, ESG-linked borrowings and HUDCO’s first Perpetual Bond issuance. The Company has further strengthened its governance, compliance and information security frameworks. Over the past two years, HUDCO has inducted more than 150 officers, bringing in fresh talent and specialised expertise.
These initiatives reflect the Company’s evolving approach and transformation in line with the needs of a New India. Guided by a ‘T-shaped’ growth philosophy, HUDCO is deepening its core strengths in housing and urban infrastructure finance while simultaneously expanding its capabilities across the wider urban development ecosystem.
Looking ahead, CMD stated that India’s significant infrastructure requirements across housing, transportation, logistics, water and sanitation, urban mobility, climate-resilient assets, and digital infrastructure present substantial growth opportunities for HUDCO.
Government initiatives such as PM Gati Shakti, the National Logistics Policy, the Industrial Corridors Programme, and City Economic Regions offer a strong and growing project pipeline. The Company will continue leveraging its techno-financing expertise, institutional capacity building, strong balance sheet, and strategic partnerships to support the nation’s development priorities. The Company is poised to support infrastructure and housing projects on competitive terms while further strengthening its role as a knowledge institution through the training and capacity-building programmes of the Human Settlement Management Institute (HSMI).
Reiterating HUDCO’s commitment, Kulshrestha said that the Company will continue to strengthen institutions, finance transformative, resilient, inclusive infrastructure and contribute to improving the quality of life for millions of citizens. HUDCO remains committed to advancing the vision of “Viksit Pradesh for Viksit Bharat” and contributing to the national aspiration of Viksit Bharat @2047.
