Gurugram admin to penalise staff canvassing for postings

Peeved by the ever-increasing influence of politicians, top bureaucrats and other stakeholders in governance, the Gurugram Administration has issued a unique yet bold “advisory’ to reprimand and penalise the Government employees exerting pressure and canvassing for transfers and postings.
The Office of the Deputy Commissioner of Gurugram has said that any employee found indulging in conduct of canvassing for transfer and posting will be liable for disciplinary action under the relevant provision of the Haryana Civil Services (Punishments and Appeal) Rules, 2016 and other applicable rules and instructions.
The DC office advised the City Magistrate, SDM, District Revenue Officer, District Development and Panchayat Officer, and all Tehsildars to ensure strict compliance with the instructions and circulate the same amongst all officials under their control and get a receipt of this advisory from each employee working under them.
Sources in Chandigarh Administration said that the Advisory by the Gurguram administration has come at the backdrop of several politicians, from Corporators to Ministers, and top IAS and IPS officers have been exerting pressure on the DC office for transfer and postings out of turn and as per the convenience of the employees.
Christened as Millennium City, sources in the government said that transfer and postings from peon level to section officers’ level have become a “money minting industry’ in the district, hence the District Administration had to take such a step in writing.
“It has come to notice that some employees are attempting to influence matters related to transfers and postings through public representatives, senior officers, and other unofficial channels, bypassing the prescribed administrative procedure. Such conduct is improper, unbecoming of a Government employee, and adversely impacts administrative discipline, transparency, and fairness in public service.
All Government employees are reminded of the provisions under the Haryana Civil Services (Government Employees’ Conduct) Rules, 2016,” said the DC Advisory of May 22, 2026.
While reminding the workforce of the mandates which call for absolute integrity, devotion to duty, and conduct befitting a Government employee, it mentions that such acts are prejudicial to departmental discipline as misconduct. “Canvassing is prohibited by employees from using political or external influence to further service-related interests, including transfers/postings,” the advisory said.
Employees have been strictly directed not to use recommendations or unofficial channels for transfer/posting matters and allowed submission of grievances or representations only through the proper official channel.
“Any employee found violating these instructions shall be liable for disciplinary action under the Haryana Civil Services (Punishment & Appeal) Rules, 2016 and other applicable rules/instructions. All concerned officers have been instructed to ensure strict compliance and circulate this advisory among employees,” said the advisory.
