GDA clears major infrastructure, housing projects for Ghaziabad

The Ghaziabad Development Authority (GDA) approved a series of major proposals related to infrastructure, housing, flood protection, transport, land use and township development at its 173rd Board Meeting on Friday, giving a fresh impetus to the city’s planned and modern development.
The meeting was held at the GDA conference hall under the chairmanship of Bhanu Chandra Goswami, Chairman, GDA and Divisional Commissioner, Meerut Division.
All proposals presented before the Board were unanimously approved after detailed deliberations and examination. The meeting discussed several proposals concerning Ghaziabad’s present and future urban expansion, traffic management, residential development, infrastructure,flood protection, private investment and planned township development.
The decisions are expected to support the development of Ghaziabad as a modern, well-planned, safe and citizen-centric city capable of meeting future urban requirements.
Four-lane elevated corridor from Ghantaghar to Bhatia Mor
One of the key proposals approved was the construction of an approximately two-kilometre-long, four-lane elevated road/GT Road transport corridor on GT Road.
The elevated corridor will start in front of the Ghantaghar Ramlila Maidan, pass through Chaudhary Mor and extend up to the Aadhaar Seva Kendra at Bhatia Mor.
The project is expected to reduce traffic pressure in one of the busiest parts of the city by providing smoother and uninterrupted traffic movement. It could also help reduce travel time, congestion, fuel consumption and pollution. The Board approved, in principle, a proposal to raise loans to make 50 per cent of the project cost bankable under the Urban Challenge Fund.
Provisions have also been proposed for IIT Roorkee to undertake design, construction and testing-related activities, along with an independent Third-Party Quality Control Agency. The project is proposed to be executed in EPC mode.
Hindon embankment to protect Haranandi Puram, stadium and Aero City The Board unanimously approved construction of an embankment along the right bank of the Hindon River to protect the Haranandi Puram Residential Scheme, the proposed International Cricket Stadium and the Aero City area from flooding.
The embankment is expected to act as a protective shield for the major future urban development zone, reducing the risks of flooding and waterlogging and helping create a safer and sustainable infrastructure base for Haranandi Puram, the proposed cricket stadium and Aero City.
Aero City development gets push
The Board also approved administrative and financial proposals for mobilising approximately 541 hectares of land through land pooling, mutual consent or acquisition for the planned development of an Aero City around the proposed International Cricket Stadium.
The land is located in the villages of Morti, Ataur and Mewla Agri.
The Aero City project is expected to create opportunities for modern residential and commercial activities, hotels, services, entertainment and transportation, besides attracting investment and generating employment.
Haranandi Puram residential scheme The first phase of the proposed layout plan for GDA’s Haranandi Puram Residential Scheme, spread over approximately 501.2173 hectares, also received a major boost.
The Board approved changing the land use of 24.1213 hectares out of 47.1612 hectares of acquired land from agricultural to residential use for further action on the first-phase layout plan.
The proposed development will include residential plots, roads, green spaces, recreational and community facilities and other essential urban infrastructure.
The scheme is expected to help control unplanned urban expansion and meet Ghaziabad’s future housing requirements.
Sushant Aquapolis matter The Board approved the proposal for disposal of a representation received pursuant to the Supreme Court’s order concerning Group Housing Plot No. GH-1 in Sushant Aquapolis Township.
The decision will facilitate disposal of matters concerning stakeholders in accordance with judicial directions and applicable rules and enable further development activities through the prescribed legal process.
Extensions for two private townships The Board approved extensions to the project periods of Saga Crescent Park Integrated Township and Park Town Integrated Township, both being developed through private investment.
Saga Crescent Park is being developed by M/s Samag Construction Limited, while Park Town is being developed by M/s Utility Estate Pvt. Ltd.
The extensions are intended to facilitate completion of pending development works within the prescribed conditions and ensure development of residential and infrastructure facilities. Compliance with applicable charges and conditions has also been made mandatory to safeguard the interests of the Authority.
Land-use changes approved in Raj Nagar and Indirapuram
The Board approved changing the land use of approximately 3,815.65 square metres of primary school land in Sector-5 of Raj Nagar Scheme from Public and Semi-Public Facility to Residential-Low Density, along with necessary amendments to the layout plan.
In Indirapuram, the Board approved changing the land use of Hotel Plot No. SK-IV/01, measuring 5,965.29 square metres in Shakti Khand-4, from Hotel/Commercial to Residential Group Housing.
It also approved changing the land use of Commercial Plot No. C-1, measuring 6,959.586 square metres in Shakti Khand-2, from Commercial to Residential Group Housing, along with necessary amendments to the layout plan.
These decisions are expected to promote planned and requirement-based utilisation of land in developed areas.
Township development in Shahpur Bamheta
Private township development in Shahpur Bamheta also received a major push.
M/s U.H. Realcon Pvt. Ltd. is developing a township over approximately 80.7424 acres (32.675 hectares) under the Uttar Pradesh Township Policy-2023.
The Board approved changing the land use of 54.6520 acres (22.1174 hectares) obtained through a consortium/land pooling arrangement from agricultural to residential.
The proposal for approval of the DPR and layout plan for township development over approximately 78.77 acres was also approved.
The development is expected to accelerate planned residential growth in the area, including roads, electricity, water supply, drainage, community facilities and other infrastructure. It is also expected to generate employment and economic opportunities through private investment.
Other land-use and development decisions
The Board approved necessary planning action concerning M/s Phizent Infrastructure Pvt. Ltd. in compliance with the orders of the High Court.
It also approved payment of land-use conversion charges for approximately 16.933 hectares of land belonging to Police City Cooperative Housing Society Limited in Shahpur Bamheta under the Ghaziabad Master Plan-2021.
Under the Uttar Pradesh Micro, Small and Medium Enterprises Promotion Policy-2022, the Board approved changing the land use of approximately 13.1568 hectares in Village Hasanpur Lodha, Tehsil Dhaulana, Hapur district, from agricultural to industrial.
The decision is expected to promote industrial activity, attract private investment and create employment opportunities in the area.
Hi-Tech townships reviewed
The meeting also reviewed the progress of various Hi-Tech Township projects being developed through private investment in Ghaziabad.
The Board emphasised timely completion of pending development works in accordance with prescribed standards and approved DPRs. The progress review was included as a separate agenda item.
At the beginning of the meeting, the minutes of the 172nd Board Meeting held on May 14, 2026, were confirmed, and their implementation was reviewed. The agenda recorded that no objections or comments had been received regarding the minutes.
The status of compliance with decisions taken in previous Board meetings was also reviewed to ensure that approved decisions are implemented effectively within stipulated timelines.
Focus on integrated urban development
The decisions taken at the 173rd Board Meeting place emphasis on integrated development, consensus and public interest.
While the Elevated Transport Corridor is expected to improve traffic conditions in the older and congested parts of Ghaziabad, projects such as Haranandi Puram, Aero City, the proposed International Cricket Stadium and the Hindon embankment are aimed at supporting the city’s long-term urban expansion.
The acceleration of projects in Shahpur Bamheta, Saga Crescent Park, Park Town and other townships is expected to facilitate new residential development, attract private investment, generate employment and expand modern urban amenities.
The land-use decisions in Indirapuram and Raj Nagar are aimed at planned utilisation of available land, while the proposed industrial development in Hapur is expected to boost economic activity in the region.
Chairman Bhanu Chandra Goswami directed officials to ensure effective implementation of the approved projects and decisions, maintain quality and adhere to timelines in development works, while according priority to projects and initiatives related to public interest.
The unanimous decisions taken at the meeting are expected to give a new direction to Ghaziabad’s changing urban landscape and contribute towards better housing, smoother mobility, a safer environment, modern infrastructure and new opportunities for employment and investment.
