Ex-Andhra DGP urges CBI to review bail in bank fraud cases

Retired Andhra Pradesh DGP V Sunil Kumar has urged the Central Bureau of Investigation (CBI) to examine whether bail conditions should be tightened or bail cancelled in the pending bank-fraud cases against Kanumuru Raghu Rama Krishna Raju.
In a representation to the CBI Director, he cited a threat concern raised by Madala Srinivasu and asked the agency to assess whether it could affect witnesses, evidence or the investigation.
Sunil Kumar said he was making the representation as a citizen and State Bank of India depositor. He referred to an earlier complaint to the CBI and said the present request followed developments that, in his view, warranted urgent examination.
The representation refers to two CBI cases. One is RCBD1/2019/E/0003, concerning Ind-Barath Power Madras Limited and others, with alleged diversion of about Rs 947.71 crore. The other is RCBD1/2021/E/0002, based on an SBI complaint concerning Ind Barath Power Gencom Limited and its directors, with alleged bank fraud of about Rs 237.84 crore.
The allegations include cheating, criminal breach of trust, conspiracy and other offences. The representation also cites a forensic audit report that reportedly identified concerns including fund diversion, suspicious inter-corporate deposits and inadequate supporting records.
Sunil Kumar said Srinivasu, described in the representation as an industrialist and director, had approached the Andhra Pradesh High Court seeking protection. According to the representation, Srinivasu sought two armed personal security officers, citing an ongoing threat to his life and safety. The petition names Raju in his personal capacity, along with Union and State authorities.
The retired officer said the court petition does not by itself establish wrongdoing, but merits review in light of the pending cases and the need to protect witnesses and preserve evidence. He requested the CBI to examine the High Court records, assess any evidence of intimidation or interference, and take appropriate steps before the competent court if warranted. These could include cancellation of bail or stricter bail conditions.
He also urged the CBI to take necessary witness-protection and evidence-preservation measures, saying the cases involve substantial public funds and that a fair investigation is essential to public confidence.
