CM Rekha launches Jan Sunwai portal to address public concerns

Delhi Chief Minister Rekha Gupta on Saturday launched the CM Jan Sunwai Portal and mobile app, creating a single platform for citizens to register complaints against all Delhi Government departments, the Municipal Corporation of Delhi, the Delhi Development Authority and the Delhi Police.
The Chief Minister also rolled out e-District services through the Common Service Centres (CSC) Digital Seva network and launched a secure online admission portal for Economically Weaker Section (EWS), Disadvantaged Group (DG) and Children With Special Needs (CWSN) categories. The initiatives were inaugurated at the Delhi Secretariat in the presence of Education Minister Ashish Sood and IT Minister Pankaj Kumar Singh.
Calling it a major step towards transparent governance, the Chief Minister said the new systems aim to eliminate the need for citizens to make repeated visits to Government offices. She said technology is being used to bridge the gap between administration and the public and to ensure accountability.
Under the CM Jan Sunwai Portal, residents can file complaints through four modes: the online portal, a mobile application, a call centre (1902), and physical submission at the Chief Minister’s Office. Each complaint will receive a unique reference number and citizens will get SMS updates at every stage.
The system has a three-tier grievance redressal mechanism comprising a Grievance Redressal Officer, an Appellate Authority and a Final Appellate Authority. If a complainant gives negative feedback on the resolution, the case will be automatically escalated. Citizens can also send reminders and link earlier complaints to new ones.
The Chief Minister said that while physical public hearings will continue, the digital platform allows residents to register grievances from anywhere. She said complaints earlier moved between departments without clarity or timelines, and the new portal introduces monitoring and accountability. The Chief Minister also launched a new cloud-based admission platform for students under the EWS, DG and CWSN categories. She said the previous system was outdated and vulnerable. The new portal includes Aadhaar-based identity verification, digital verification of birth certificates and online income certificate validation. The admission process will be fully online. Seat allocation will be automated, and parents will receive real-time updates. The system is designed to prevent duplication, fraud and the role of intermediaries.
Education Minister Ashish Sood said the portal has been developed in collaboration with the National Informatics Centre and includes safeguards to prevent irregularities. He said the Government spends significant public funds every year on fees and related expenses for EWS students and it is essential that benefits reach genuine beneficiaries.
In another major move, the Government has integrated around 75 e-District services with over 7,000 Common Service Centres across Delhi. Services such as income, caste and residence certificates, birth and death certificates, and various welfare-related services will now be available at a nominal fee of Rs 30 per service. The Chief Minister also announced the creation of a digital Asset Management Portal for all Delhi Government properties and said that Government projects are being monitored in real time through the ‘CM Pragati’ portal.
