CM orders real-time monitoring of all Rs 5-crore-plus projects

Delhi Chief Minister Rekha Gupta on Thursday directed all departments to bring every major government project under close, real-time monitoring, ordering that all works costing more than Rs 5 crore be updated within a week on the CM-Pragati portal.
The instructions were issued during a high-level review meeting at the Delhi Secretariat, signalling the government’s push for tighter oversight, faster execution and visible results on the ground.
Chairing the meeting with heads of all departments, the Chief Minister stressed that development projects must move beyond paperwork and deliver measurable outcomes for citizens.
She said regular digital monitoring would allow timely reviews, quick corrective action and accountability at the highest level. The meeting was attended by Chief Secretary Rajiv Verma, all departmental secretaries and senior officials.
The Chief Minister also instructed departments to continuously update progress reports of development works on their respective public portals to ensure transparency and keep citizens informed about the actual status of projects. She underlined that delays and incomplete work would not be tolerated and that quality standards must be strictly followed while completing pending projects.
A key decision taken at the meeting was to fast-track the launch of the ‘Delhi Mitra’ portal, a new digital platform aimed at overhauling grievance redressal in the capital. The Chief Minister said the portal would act as a direct bridge between the government and citizens, enabling faster, simpler and more reliable resolution of complaints. She directed departments to complete all technical and administrative preparations, including staff training, system testing and inter-departmental integration, within the prescribed timeline so the platform can be rolled out without delay.
Officials were told that grievance redressal must become time-bound and transparent, with clear responsibility fixed at every level. The Chief Minister emphasised that citizens should not be made to run from office to office for basic services and that technology must be used to make governance more responsive.
With summer approaching, the Chief Minister placed all departments on alert and ordered advance preparations to avoid disruptions in essential services. She directed officials to ensure adequate water supply, reliable power arrangements, readiness of hospitals and health facilities, timely road repairs and smooth functioning of other public services during the peak summer months. She said preventive planning was crucial so that citizens do not face hardship due to heat-related shortages or system failures.
The Chief Minister also emphasised the importance of internal discipline and monitoring within departments. She said senior officers must personally review progress and ensure that bottlenecks are identified early. Projects that require inter-departmental coordination should not be allowed to stall due to procedural delays.
According to officials, the CM-Pragati portal will serve as a central monitoring system for high-value projects, enabling senior leadership to track progress, flag delays and seek explanations in real time.
