CM launches Lakhpati Bitiya Yojana to support girls’ education

The Delhi Government on Tuesday launched the Delhi Lakhpati Bitiya Yojana, an expanded and restructured version of the Ladli Scheme. The scheme aims to ensure financial security and uninterrupted education for girls from economically weaker families from birth to higher education.
Announcing the scheme, Chief Minister Rekha Gupta said the initiative seeks to ensure that no girl child in Delhi is forced to discontinue her education due to financial constraints. She said the scheme will also help create a long-term savings corpus that grows as a girl achieves key educational milestones and matures into adulthood.
Under the new scheme, the Government will provide financial assistance of up to Rs 56,000 per beneficiary. The amount will be deposited in phased instalments linked to age and education milestones, starting from birth and continuing through graduation or diploma-level studies. The deposited amount will be invested through a structured financial instrument and, with interest, is expected to mature to more than Rs 1 lakh. The final amount will be credited directly to the beneficiary's Aadhaar-linked bank account.
“This is an investment in the future of our girls and the future of the country,” the Chief Minister said. She added that the Government is determined to ensure that no girl drops out of school or college for want of funds. As girls progress through education, the Government will continue to support them financially.
The Chief Minister said the Ladli Scheme, launched in 2008, had not been adequately implemented over the years. After assuming office, the present Government found that a large number of maturity accounts remained unclaimed. She said more than 1.86 lakh such accounts were lying pending, meaning the money meant for beneficiaries had not reached them on time.
To address this, the Government identified 30,000 beneficiaries in 2025 and disbursed Rs 90 crore that had remained unclaimed. The Chief Minister said another 41,000 beneficiaries have now been identified and Rs 100 crore will be released shortly. In total, Rs 190 crore belonging to beneficiaries is being ensured and delivered, she said.
Eligibility conditions have been slightly modified under the revamped scheme. It applies to girls born in Delhi whose families have lived in the city for at least three years and whose annual family income does not exceed Rs 1.20 lakh. Benefits are limited to two surviving girl children per family. Girls can be registered within one year of birth or at later stages, such as admission to Class I, VI, IX, or XI, or upon admission to a recognised graduation or diploma course.
A key expansion under the scheme is the inclusion of girls pursuing graduation or professional diploma courses in government-recognised institutions anywhere in India.
This includes universities and colleges affiliated with the UGC or other statutory bodies. Conditions have also been relaxed for girls living in child care institutions under Government protection to ensure wider inclusion.
Financial assistance will be deposited at different stages of a girl's educational journey, beginning at birth and continuing through school and higher education. The Government will deposit the assistance amount in instalments at critical stages: Rs 11,000 at the birth of the girl child, Rs 5,000 on admission to Class I, Rs 5,000 on admission to Class VI, Rs 5,000 on admission to Class IX, Rs 5,000 on passing Class X, Rs 5,000 on admission to Class XII, Another Rs 20,000 will be credited to the accounts of beneficiaries in phases on completion of diploma or graduation. The deposited amount will earn interest over time, creating a substantial maturity value.
The maturity amount can be claimed once the beneficiary has passed Class XII and attained the age of 18, or after completing graduation or a diploma and attaining the age of 21. If educational milestones are not met within the prescribed age, or if the amount remains unclaimed, the funds will be credited back to the Government. The Chief Minister said the entire process, from application to payment, will be fully digital and transparent.
