The monthly review meeting of the School Education and Literacy Department was held under the chairmanship of the Departmental Secretary Umashankar Singh on Friday in the State capital. State Education Project Director Shashi Ranjan, all State Program Officers, District Education Officers of all districts, District Education Superintendents and Assistant District Program Officers attended the meeting.
During the meeting, various schemes, programs and educational activities were reviewed by the Departmental Secretary who also instructed the officials to improve their working style and said that now the officials who are negligent in their work will be transferred but terminated. Singh said that officials in the department should now stop their negligence or be ready for the strictest action.
The Secretary directed to issue show cause notices to the District Education Officers of four districts who were negligent in the sweater distribution case. A directive to issue show cause letters against the ADPOs of these four districts namely Chatra, Deoghar, Latehar and Palamu was also made. A case of indiscipline against the DEO of these four districts has also come to light, on which Singh has ordered to issue show cause to the DEOs of all the four districts while the officials have been directed to respond to it within a week.
In the school grant case, Singh expressed displeasure over the performance of Jamtara district and has directed to issue a show cause notice to them. All the districts have been directed to distribute 100% bicycles by December 15.
Singh has directed to stop the salary of the principals of five schools from four districts who were negligent in Level One during the review of school score card. These include the Government Ramvilas Plus 2 High School located in Bermo, Bokaro, UPG High School (Pipra) located in Margomunda, Deoghar, Upgraded Primary School (Seram) located in Kukru, Saraikela Kharsawan, Upgraded Primary School (Jhimri) located in Neemdih and SS Plus 2 High School located in Bano, Simdega.
The Secretary has directed to constitute a State- level team for continuous monitoring of the school score card and to conduct surprise inspection of all CM Schools of Excellence and 325 block level Adarsh Vidyas. He has also directed to prepare SOP from the State level for this.
Singh, while giving instructions to all the districts, asked all the schools to upload the data on the UDISE+ portal by December 15, 2024. The senior official also reviewed the appointment process of Law Executive and directed to expedite the procedure. He has directed to execute the financial matters by December 15 and speed up the action plans.
During the meeting, Singh reviewed the data of unified Automated Permanent Academic Account Registry- APAAR ID and directed to speed up this work. The Secretary has directed all the districts to run a comprehensive public awareness campaign for this and said that it is mandatory to ensure the contribution of parents for the widespread awareness of APAAR. For this, a one- day special parent teacher meeting (PTM) will be organised in schools so that parents can be made aware about it.
Singh has directed to open bank accounts of all school children by January 2025 so that DBT money can be easily transferred to their account. He directed all the district education officials to speed up this work.
