FIR against Chowkidar for forging official documents

An FIR against Chowkidar Upender Turiya has been instituted by the secretary to the divisional commissioner Palamu with the town police station. 

 

Officer in charge of the town police station Deobrat Poddar said, "The secretary to the divisional commissioner  Bijay Verma has lodged the FIR against Chowkidar Upender Turiya with this police station on1.10.24.

 

As the offence is dated 2010, 2014, 2016  etc police have invoked sections of the IPC only as BNS is not applicable. 

 

This case is registered under sections 420,419, 471,467 and 468 of the IPC. 

 

The IO (investigating officer) of the case is Gulsan Birwa sub inspector of police in the town thana here. The case is bizarre and tough. Chowkidar's criminal disposition is most evident. 

 

Police officer Poddar said "The Chowkidar is of Garhwa district. He is alleged to have committed forgery/ fraud there in Garhwa district."

 

"As a matter of fact the criminal case lodged against the Chowkidar in the town thana Daltonganj ought to have been lodged in Garhwa town police station but since the secretary to the divisional commissioner Palamu lodged this criminal case, hence it's town thana that has duly registered the case with it and its investigation is on," said the police officer. 

 

The Chowkidar has proved to be a Natwarlal - the great thug. His mind appears to be a thug machine. 

 

The FIR read  "Upender Turiya was appointed as Chowkidar on compassionate grounds by the DC Garhwa in 2010."

 

In 2014 his educational qualification papers were verified, when the fraud was  detected. 

 

The forgery was detected in the SLC (school leaving certificate) submitted by the Chowkidar Upender Turiya at the time of his claim for a job on compassionate ground, said Poddar. 

 

The SLC that the Chowkidar had submitted for his appointment on  compassionate ground  was said  to have been issued by the Lohiya Samta High School, Ketar in Garhwa.In the SLC he was shown 8th pass. 

 

According to the FIR this SLC was found fake and forged.The then Garhwa DC dismissed this Chowkidar in 2014 on charges of forged SLC. 

 

The Chowkidar didn't stop here. He went two steps further in his fraudulence. 

 

This time he arranged  'an official letter of the state chief secretary addressed to the divisional commissioner Palamu wherein the letter asked the divisional commissioner to revoke his dismissal and reinstate him.' read the FIR. 

 

This so-called letter of the then chief secretary was dated 2016.

 

This letter got his dismissal revoked and he was reinstated by the then DC Garhwa. 

 

However two years later in 2018, on verification it was found that there was no such official letter to revocation of his dismissal and reinstatement from the state chief secretary. 

 

The so-called chief secretary letter was found all fake as no such letter having that content was ever issued by the then state chief secretary. 

 

The Chowkidar showed another temerity and devilry. 

 

He went on appeal to the divisional commissioner in 2019.

 

However he was again dismissed in 2019 after he was reinstated in 2016.  

 

He was dismissed this time on charges for presenting a fake and forged letter of the state chief secretary. 

 

It took 5 years to lodge the FIR in 2024.The Chowkidar has gone underground. 

 

Police officer Poddar said "The Chowkidar is learnt to have moved the High Court. We will arrest him soon. Law will take care of him."

 

"This Chowkidar is proving to be a new and stubborn version of forgery and fraudulence without any remorse " added Poddar.
