AAP MLAs protest against stalling of one time water bill settlement

n AAP MLAs trooped into the Well of the Delhi Assembly and protested against the stalling of the one-time settlement scheme for rectifying water bills, leading the speaker to adjourn the House for the day on Tuesday.  Meanwhile, Leader of Opposition in Delhi Assembly Ramvir Singh Bidhuri claimed that he was misbehaved by AAP MLAs during the House proceeding on Tuesday. He lodged a complaint with the Speaker Ram Niwas Goel demanding action against the AAP legislators.

After the special mention of issues related to the constituencies of the MLAs under Rule 280, the AAP members trooped into the well of the House and raised slogans against the BJP, accusing it of putting pressure on officers to stall the scheme.  They demanded that the Lt Governor suspend the officers responsible for obstructing the scheme.

 The Speaker tried to pacify the AAP members and asked them to take their seats. But as the protesting MLAs refused to budge, he adjourned the House for half-an-hour.  When the House reconvened, the AAP MLAs again trooped into the well and raised slogans.

 Goel again requested the MLAs to go back to their seats but they kept on raising slogans. Finally, the Speaker adjourned the House till 11 am on Wednesday. Delhi Cabinet Minister and senior AAP leader Ms Atishi said the most burning issue faced by the people of Delhi today is their absurdly inflated water bills. This problem has been going on for the last one and a half years.

Senior AAP Leader and Cabinet Minister Saurabh Bharadwaj said that there are 27 lakh consumers of Delhi Jal Board in the national capital. Among these, 10.60 lakh consumers, approximately 40%, haven’t paid their water bills for months. “The reasons these consumers have conveyed that the bills are exorbitant, much higher than their water consumption, and have been issued incorrectly,” he said.

 Bidhuri, who was the lone BJP MLA present in the House at the time of second adjournment, alleged that the AAP MLAs came to the well of the House and raised “objectionable slogans” against him and leaders of his party. Bidhuri said he has lodged a complaint with the Speaker requesting appropriate action against the AAP MLAs.

“The BJP MLAs were suspended from the House just for expressing their views. Why is there no action against the ruling party MLAs?” he questioned.     

Bidhuri said when the House proceedings were going on, about one and a half dozen Aam Aadmi Party MLAs came to the well. They had placards in their hands and reached the seat of the Leader of Opposition. They surrounded him and started waving placards. Not only this, some MLAs put these placards in front of his face and kept making noise, Bidhuri said adding they not only used abusive language against him but also used objectionable language towards BJP and the top leadership. This conduct of theirs should be clearly termed as cheap and hooliganism, Bidhuri said.

 Bidhuri later met the Speaker and told him that seven BJP MLAs were indefinitely suspended from the House only because they stood on their seats during the Lieutenant Governor’s address and said the tunnel was built by Modi ji, the ration to the poor is being provided by Modi ji’s government and 1650 electric buses to Delhi are also the central government’s gift.

 Since the credit for this was being given to the Kejriwal government in the Lieutenant Governor’s address. The conduct of the BJP MLAs, on the one hand, was termed as objectionable and referred to the Privileges Committee and they were suspended from the House. The Leader of Opposition said on the other hand, if we look at the conduct of the AAP MLAs, they not only came into the well but also shouted slogans, used abusive language and misbehaved with me while waving placards. Bidhuri said the Speaker listened to him carefully and agreed that the conduct of the Aam Aadmi Party MLAs was inappropriate. Therefore, he has demanded from the Speaker to take appropriate action against the MLAs without being biased.

Malviya Nagar MLA Somnath Bharti said in the Assembly the OTS scheme will benefit 10.50 lakh water consumers in Delhi and out of these, nearly 7 lakh consumers will get zero bills. He said the BJP is putting hurdles in the implementation of the scheme as it is unable to stomach the popularity of the Kejriwal government.

 Last week, the Speaker suspended seven of the total eight BJP MLAs in the House for causing interruptions during the address of Lt Governor V K Saxena in the Budget session.  Chief Minister Arvind Kejriwal, replying to a calling attention motion in the House on Monday on the issue of the stalled one-time settlement scheme, had urged Lt Governor Saxena to direct the officers to allow its implementation or take action against them if they refused.  He alleged the officers were not working due to pressure and threats by the BJP.
