Property registration made easy in Delhi

Registration of properties in Delhi and other related services will now be easier, quicker and more transparent than ever before with implementation of the National Generic Document Registration System (NGDRS), in all 22 Sub-Registrar Offices in the national capital. So far, 2.31 lakh properties in Delhi have been registered with NGDRS After a review meeting, Lieutenant Governor Vinai Kumar Saxena has directed to complete registration of all properties in Delhi with NGDRS by January 2025 and also directed integrating Delhi Development Authority (DDA), Municipal Corporation of Delhi (MCD) and Delhi State Industrial and Infrastructure Development Corporation (DSIIDC) property database with NGDRS to ensure seamless, integrated, transparent and citizen-friendly public service delivery.

Giving details, officials said NGDRS that will prove to be a landmark in urban governance with the use of technology in promoting ease of doing business and service delivery to citizens, was already implemented in 18 states and UTs but Delhi was severely lagging behind in implementing the same. The system will gradually pave the way for faceless registration of properties in the national capital.

 With sustained efforts and constant monitoring by Delhi Lt Governor Vinai Kumar Saxena, NGDRS has been successfully implemented in Delhi. The pilot project was launched in two SR offices last year. The initiative integrates technology to streamline the registration process, enhance transparency, reduce processing times and prevent fraud and corruption.

 The NGDRS, launched by the Government of India, is based on the concept of “One Nation, One Software” that caters to the requirements of core property registration as well as document registration.

The NGDRS is an online integrated portal for appointment, valuation, fee calculation, payment, document data entry, presentation and registration.

This allows the citizens to calculate stamp duty, registration fees, and other applicable fees through the property valuation module. The citizens can also book prior appointments for document registration at the SR offices.

 Under NGDRS, the registered document are stored on a central server and hence, there is no need for physically searching the documents at the SR offices as they can be instantly be searched by Deed Number, PAN No., or Property Number, and thus save huge time in processing.With this, any property buyer will also be able to check and authenticate the actual ownership of a property that will rule out the chances of fraud.

The LG directed DDA to integrate its house allotment and execution of lease deeds system with NGDRS to rule out the possibilities of fraud in DDA property registration. It will save time of Sub registrar in verification of documents that are required from DDA and Citizens will get documents registered on the spot at SR office.This will be big step towards faceless registration of documents.
