Maintaining law and order in State top priority: CM

Addressing Deputy Commissioners, Superintendents of Police of all districts of the State Chief Minister Hemant Soren today said, “You are an important part of the state government. You have the important responsibility of running this state in a better way. In such a situation, better maintenance of law and order is possible with your prudence, your working style, your information system, your creativity and your vigilance.” The CM was holding a high level meeting on law and order in the State in the presence of senior police officers along with the DCs, SSPs and SPs.

He gave several important instructions to the police officers in order to review other matters related to law and order maintenance, including control of extremism-crime, illegal mining and drug trafficking.

The CM said that the faces of crime are changing every day. New challenges are coming in front of you. Not only this, many new challenges will come in front of you in the future as well. Along with dealing with such present challenges, start formulating a strategy to deal with future challenges from now itself.

He said that once Jharkhand was known to be one of the most militancy-affected states in the country. But, today the situation is the opposite. Insurgency has almost been wiped out in the state. This is our biggest victory and it is the result of our better policing. Praising the police, Jharkhand's police have made its own identity as the best police in the country in dealing with extremism. Now you have to fulfill the same responsibility in keeping the society safe.

The CM said that all necessary steps needed to be taken to maintain law and order in the State. In this connection, a database of anti-social elements should also be prepared. So that, if a situation of tension arises in any part of the state due to any reason, then prompt action can be taken against anti-social elements to control it.

Soren said that law and order and crime control gets strengthened only by better coordination between DC and SP in any district. Similarly, they should have constant coordination with the DC and SP of their neighbouring districts from the headquarters, in this connection meetings are held at regular intervals with you.

The CM said that the stronger the relationship of trust between the police and the public, the easier it would be to maintain law and order. If someone takes the law into his hands, legal action should be taken against him, because, maintaining law and order is a special priority of the government.

He took information from the police officials about the number of various cases registered in the state, pending cases and warrants, their research and supervision. He directed to prepare an action plan to reduce the number of pending cases. Apart from this, instructions were given to make Assistant Research Officer along with Research Officer (IO) for investigation of crimes. With this, the research of the scandals can be expedited.

The very low rate of conviction in various cases registered in Jharkhand is a matter of concern. In such a situation, the CM directed the police officers to improve the quality of research in various cases so that the rate of conviction could increase. He said that Dhanbad, Pakur, Sahibganj Deoghar, Jai Police officers should be deputed from the police headquarters for the districts where the rate of conviction is very low.

The CM said that the government is very serious about illegal mining. All necessary steps should be taken especially to stop illegal mining and transporting of coal, sand, iron ore and stone. He gave instructions to make the District Task Force more effective in this direction. On this occasion, the CM was informed about the action being taken by the Mines Secretary to stop illegal mining.

He said that problems increase due to the communication gap between the police-administration and the common people. In such a situation, the police should organize social activities in mission mode in rural areas along with Zilla Parishad members, chiefs, MPs and MLA representatives and other people's representatives. This will go a long way in connecting people with the welfare schemes of the government, while it will be easy to control different types of crimes.
