In light of allegations raised by the Opposition concerning malpractices in the recruitment process of the Haryana Public Service Commission (HPSC), Haryana Chief Minister Manohar Lal Khattar on Monday took a solemn oath on the sacred, Shrimad Bhagavad Gita, saying that in this episode if any officer is found involved then said officer will be terminated with immediate effect.

During his address on the second day of the winter session of the State Vidhan Sabha, the Chief Minister strongly condemned the allegations leveled by the Congress regarding HPSC recruitments being done on ‘Parchi Karchi’ system. “If any officer at any level is found involved in corrupt practices related to the HPSC recruitment process, they will not be forgiven. Immediate dismissal shall be the consequence of such actions,” assured the Chief Minister. He reiterated the government's dedication to ensuring a fair and ethical recruitment process, stressing that any form of corruption or malpractice would not be tolerated.

Taking a dig at the Congress Party, Khattar said that at present the condition of the Congress Party has become such, ‘Bhandare mai gaye to poori khatam, Bahar aaye toh Chappal gayab’ (wherever they are going they are only returning empty-handed).

Highlighting the state government’s focus on the merit-based recruitments; the Chief Minister said that the present state government has done around 11,500 recruitments on Group A and B posts and 106,000 on Group C and D posts.

“In addition, advertisements have been released for 3,200 Group A and B posts and around 61,000 for Group C and D are in the pipeline. Thus, a total of 167,000 recruitments will be made in our government. Whereas, during the Congress's 10-year tenure, there were only 8,700 HPSC and 93,000 HSSC recruitments,” said Khattar.

He said that the Opposition is continuously spreading misinformation regarding the Haryana Kaushal Rozgar Nigam, whereas the present state government has established the Nigam, ending the contract system for providing jobs transparently. Under this government platform, 105,728 old manpower has been ported, and 12,885 new people have been employed.

The Chief Minister said that the statements being made by the Opposition regarding unemployment figures in the state are completely devoid of facts. The opposition always plays with the unemployment figures shared by a private organization, the CMIE, while its figures keep changing.

“In a month, this organization showed Haryana’s unemployment percentage at 22 percent, the next month it showed 34 percent, and then 28 percent. However, the same organization showed a figure of 8 percent for November. The International Labour Organization has also stated an unemployment figure of 9 percent, although this is also sample-based. However, people of the state have declared their unemployment in the Parivar Pehchan Patra data,” said Khattar.

He said that the aim of the State government is zero dropout rates. For this, children aged 6 to 18 will be tracked through the School Education Department and provided education in schools. However, information will also be collected about children going to Gurukuls or Madrasas, he said.

Land identified for a medical college to be built in village Ghasola, Charkhi Dadri

Khattar said that the plan to open a medical college in each district will soon be implemented including Palwal, Fatehabad, Charkhi Dadri, and Kaithal. Land has been earmarked for medical colleges in these districts, and the foundation stone has already been laid in Kaithal. The identification of land has also been done in the village of Ghasaula in Charkhi Dadri, and the upcoming process will be completed soon.  “Our government is formulating plans in the public interest, and proposals related to development projects are being taken from the public during the Viksit Bharat Sankalp Yatra”, said Khattar.

Speaking about the e-tendering system for rural development, the Chief Minister said that the e-tendering system has proven to be effective for rural development. Numerous work on e-tendering has started in villages are proving successful. The Gram Panchayats may get the work done through quotations up to Rs. 5 lakh, and works above this amount are being done through e-tendering.

The Chief Minister said that earlier, there used to be difficulty in determining the rates of construction material by the committee formed under the chairmanship of the Deputy Commissioner. Now, the government has authorized that a local committee in the district will determine rates in their districts for development purposes. He said that the present state government is committed to empowering Panchayati Raj institutions and urban local bodies to accelerate development work.

Increased budget of Gau Seva Aayog tenfold

The Chief Minister said that any Panchayat submitting a proposal for building a new Gaushalas (cowshed) and sending it to the government will receive the basic infrastructure and one year fodder money from the Haryana Gau Seva Aayog and Animal Husbandry and Dairying Department. He said that the state government has increased the budget of the Gau Seva Aayog for the welfare of stray cattle from 40 crores to 400 crores.
