n Adecision has been taken by the state government, that sound amplifiers (loud speakers/DJ) etc can from now on be used only as per the prescribed standards in any type of religious place or other places.
Flying squads will be formed in all the districts by the state government to check noise pollution and illegal use of loudspeakers etc. Chief Minister Dr Mohan Yadav today signed the first document related to this after assuming charge in Mantralaya.
The state government has taken this decision in accordance with the provisions of the Madhya Pradesh Noise Control Act, Noise Pollution (Regulation and Control) Rules 2000, at religious places and other places in Madhya Pradesh and the guidelines issued from time to time by the Supreme Court and the High Court. Under this, the use of loudspeakers and other sound amplifying devices at loud volumes without permission is completely prohibited.
Flying squads will regularly and randomly inspect religious and public places in all the districts where loudspeakers are used to check noise pollution and illegal use of loudspeakers etc. and in case of violation of rules, investigation will be conducted within a maximum of 3 days and the report will be submitted to the concerned authority. The members of the flying squad will be officers nominated by the district administration, in-charge of the concerned police station and officers nominated by the Madhya Pradesh Pollution Control Board. The nodal officer of all the flying squads of the district will be a Additional District Magistrate level officer, who will be nominated by the District Collector.
Efforts will be made to remove loud speakers on the basis of communication and co-ordination with religious leaders. Instructions have been given to make a list and review such religious places where these rules and instructions are not being followed weekly at the district level and provide the compliance report to the Home Department by 31st December. Additional Director General of Police (Crime Investigation Department) has been appointed as the nodal officer at Police Headquarters for continuous monitoring of noise pollution cases. Nodal officers will regularly submit reports to the government regarding illegal use of loud speakers, DJ etc. Detailed guidelines have been issued by the Home Department in this regard.
