CM for chalking out a roadmap for implementation of Sankalp Patra-2023

Chief Minister Dr. Mohan Yadav said that the Sankalp Patra is the Guarantee of Prime Minister Modi ji for the State. He has instructed all the departments to prepare a roadmap within seven days for the implementation of resolutions and announcements as per Sankalp Patra-2023. This is the Vision of the future of Madhya Pradesh will be implemented in a mission mode. The effective implementation of the resolutions and announcements of Sankalp Patra-2023 will be regularly reviewed at the Chief Secretary level.

In the Sankalp Patra-2023 targets have been set for the works to be taken up for development and public welfare under the points of prosperous farmers, tribal welfare, good education and competent youth, development with everyone’s co-operation, robust infrastructure, healthy state, progressive economy and industrial development, good governance and law and order, women empowerment and cultural heritage and developed tourism.

For farmers - Bonus on support price for wheat and paddy has been guaranteed in the Sankalp Patra. Under this, wheat will be purchased at Rs 2700 per quintal and paddy at Rs 3100 per quintal. Annual financial assistance of Rs 12,000 will continue under PM Kisan Samman Nidhi and Mukhya Mantri Kisan Kalyan Yojana.

For Tribals – Rs 3 lakh crore will be spent on health, education and social empowerment of the tribal community in the next 5 years. The rate of tendu leaf collection will be Rs 4 thousand per bag. Eklavya Vidyalayas will be established in every ST block. Medical colleges will be constructed in ST dominated districts – Mandla, Khargone, Dhar, Balaghat and Sidhi. Under the Tribal Shrine Conservation Mission, an investment of Rs. 100 crore will be made on the expansion and renovation of places of worship.

For education and youth - Students from poor families will be given free education from class 1 to 12 and annual assistance of Rs 1200 for school bags, books and uniform. All students studying in government schools will be given nutritious breakfast along with mid-day meal. Madhya Pradesh Institute of Technology will be established in each division. At least one employment or self-employment opportunity will be given to every family. Youth will be given a stipend of up to Rs 10,000 for skill training under the Mukhya Mantri Seekho-Kamao. A sports complex will be built in every district.

Development of All - Pradhan Mantri Garib Kalyan Yojana will be extended for 5 years to provide free ration to all poor families. No family in the state will remain homeless. For this, Mukhyamantri Jan Awas Yojana will be started along with Pradhan Mantri Awas Yojana. Senior and Divyang citizens will be given the benefit of monthly pension of Rs 1500. Gig Workers Welfare Board will be established. 18 traditional artisan groups will be given financial assistance of Rs 15000 under PM Vishwakarma Scheme. 100 percent registration of unorganised workers will be done under e-Shram portal and Ayushman Bharat.

Strong infrastructure- Three development boards -Bundelkhand, Vindhya and Mahakaushal - will be formed. Under Atal Grih Jyoti Yojana, all the households will be given the benefit of 100 units of electricity for Rs 100. Six new expressways – Vindhya Expressway, Narmada Path, Atal Pragati Path, Malwa Nimar Path, Bundelkhand Path and Madhya Bharat Vikas Path will be constructed. World class modernization of 80 railway stations, Vande Metro and Vande Bharat Sleeper train and airports will be built in Rewa, Singrauli and Shahdol. Metro lines will be constructed in Bhopal, Indore, Gwalior and Jabalpur.

Healthy State - The state government will bear the expenses for all the beneficiaries of Ayushman Bharat even if the expenditure is more than Rs 5 lakh. With an investment of Rs 20,000 crore, the number of beds in Madhya Pradesh Institute of Medical Science, Atal Medicity and Hospital and ICU will be doubled on the lines of AIIMS in each division. 2 thousand seats will be increased in the next five years by establishing medical colleges in every Lok Sabha constituency. Nursing college will be established in every district.

Industrial Development - The economy of Madhya Pradesh will be brought among the top 3 economies of the country and it would be made worth Rs 45 lakh crore in the next 7 years. The per capita income in the state will be doubled. It will also attract investment (FDI) worth Rs 20 lakh crore. An industrial corridor will be constructed near the expressway, which will provide employment and self-employment opportunities to more than 4 and half lakh youth. Ten new MSME clusters will be formed, in which an investment of Rs 5 thousand crore will be made.

Good Governance - After Bhopal and Indore, Police Commissioner System will be implemented in Jabalpur and Gwalior also. A new campus of National Defence University will be constructed in Bhopal.

Empowerment of Women - Girl students from all BPL families will be provided the benefit of free education from KG to PG. Under PM Ujjwala scheme, women will be given cylinders for Rs 450. Fifteen lakh rural women will be given skill training under the Lakhpati scheme. More than 1 crore 30 lakh women will get the benefit of housing along with financial assistance. Girls from all BPL families will be given a total benefit of Rs 2 lakh from birth to 21 years.
