After the postponement of several meetings, the National Capital Civil Services Authority (NCCSA) is expected to meet on September 20. The agenda of the meeting includes extravagant and obscure expenditure violation/circumvention of environment protection/heritage zonal plan while constructing Chief Minister Arvind Kejriwal’s residence.
The other agenda of the meeting includes disciplinary action against the officers involved in demolition of listed heritage monument and constructing a bungalow for the then CEO, Delhi Jal Board, irregularities in the construction of Rani Jhansi flyover and Lokpal Bench Order dated September 15, 2020, among others.
As per the agenda note regarding extravagant and obscure expenditure violation/circumvention of environment protection/heritage zonal plan while constructing Kejriwal’s residence, the original file is not provided herein having direct “conflict of /interest” with chairperson of the authority/the Chief Minister being a matter pertaining to his residence and as the file contains subject matter in which PWD officials recorded on files that as per requirement of the “CM” major changes have been made in the drawings of the interiors, resulting in deviation in total work done and sanctioned amount.
“It is informed that the original file will be made available during the meeting of the authority In case chairperson of the authority/Chief Minister would like to verify the authenticity of the certified copy of the file provided to him vis-a-vis the original file,” reads the agenda note.
Other items like follow-up on the proposal regarding transfer/posting of Grade-I (DASS)” and “posting and Transfer of Grade-II (DASS) officials” have withdrawn from the agenda as NCCSA has jurisdiction for transfer/posting in respect of only Group-A Officers, DANICS and IAS.
The chairperson of the authority/Chief Minister has asked to provide the following information regarding all IAS and DANICS officers serving in the Delhi government, on or before August 15.
The information sought by the chairperson regarding officers awaiting for their postings include vacancy position of IAS and DANICS Officers in Delhi; their current charge; duration for which they have been holding the charge; their additional charges and duration for which they have been holding their additional charges.
The officers who are waiting for their postings include 1989-batch IAS officer Umang Narula, 2011-batch officers Ajay Kumar Bisht, Anil Kumar Singh, 2017-batch officer Yash Chaudhary, 2019-batch officers Rishita Gupta and Lakshay Singhal, and 2013-batch officer Kirti Garg.
