The second supplementary budget of Rs 8111.77 crore was passed by voice vote on Tuesday in the winter session of Jharkhand Assembly. However, during this period BJP MLAs were absent in the House. They had walked out even before the discussion on supplementary budget started in the house at 2 o'clock. AJSU MLA Lambodar Mahato's cut motion was ignored. However, he questioned the objective behind bringing the supplementary budget when the budget funds are still unutilized.
Finance Minister Rameshwar Oraon placed the requirements of the supplementary budget in the House. He informed the house that it is essential to fulfill the basic needs of the people. Currently, Jharkhand is among those states which have achieved success in reducing fiscal deficit. The government has come up with the Abua Awas Scheme to provide housing to every homeless person. Savitri Bai Phule Yojana is proving useful for girls. A society is also identified by the social status of women and girls. Rameshwar Oraon assured the House that the second supplementary budget will not have any adverse impact on the financial condition of the state.
In the second session of the House proceedings, AJSU MLA Lambodar Mahato raised questions on Jharkhand Police and their functioning. Showing the statistics of rape of women in the state, he said that women are not safe in the state. The police are lagging behind in investigating the cases that have happened. The police are not able to do that either. In such a situation, what is the use of such lengthy policing? Showing figures, he said that instead of protecting women, the police are engaged in theft of coal, iron and sand. They asked questions to the government as to when women will get justice.
Raising questions on the activities of the government, MLA Lambodar Mahato said that these days the Government at Your Door program is going on in the state. The Chief Minister himself is visiting many places. Citing the CM's tweet, he said that the CM is distributing Bolero in the Sarkar Aapke Dwar programme. But the reality is that Bolero remains limited to photos only. The key of the Bolero is given for taking photographs but later it is snatched away. The beneficiary does not even get the loan. In such a situation, the government is doing the work of eye washing.
Raising questions, he said that everywhere CM is talking about bringing 1932 Khatian based localism but does not tell when it will come. They have been saying the same thing for a whole year. He also raised the issue of OBC reservation. He said that reservation is being given in Bihar. He talked about conducting a caste census in Jharkhand on the lines of Bihar.
