Registration of the property you sell or purchase or documents related to your will is set to become easier in Delhi. The Arvind Kejriwal government has decided to introduce the 'Anywhere Registration' policy for sale and purchase of properties in the national capital. This will pave the way for Delhi residents to pick an office of their choice and convenience to get various documents registered. The chief minister Arvind Kejriwal has approved this scheme, and the file has been sent to the Lieutenant Governor for notification.
According to officials, if people want to register their property, they can go to any Sub-Registrar Office in Delhi. Now, individuals will not be restricted to a specific Sub-Registrar Office for property registration. To buy or sell property in Delhi, people need to visit the Sub-Registrar Office. Whether it's a property transaction or registering the property through other means, one has to go to the Sub-Registrar Office. A sub-registrar offices on an average takes care of registrations of around 32 different documents, including the sale deeds, rent agreements, wills, and power of attorney.
According to Raj Niwas official, in another path-breaking move aimed at mitigating corruption and harassment of citizens in Sub Registrar offices, the Lieutenant Governor Vinai Kumar Saxena has asked for entire Delhi to be declared as a single district for the purpose of registration of properties, on line with a similar step taken in Andhra Pradesh in 2015. “This would enable any person to get the property registered from any Sub Registrar office in the Capital rather than going to specific offices. This move is expected to put an effective check over malpractices. Further, the issuance of NOCs by Revenue Department regarding status of a particular land will also be made online in a faceless module, thereby eliminating any human interface,” official said.
Saxena has earlier reviewed the performance of the Vigilance Department, Delhi government with regards to the disposal/pendency of cases and stricter enforcement to curb corruption and prevalent malpractices in government offices. During the meeting, the Lt Governor laid emphasis on making the Sub Registrar offices corruption free, so as to cause minimum inconvenience and harassment to the people at large. To this effect, he directed to bring the entire area in all Sub Registrar offices under the surveillance of CCTV cameras the feed of which will be brought directly to the Central Command & Control Centre.
The LG was informed that following his directions in the last meeting, for the first time in the country an Online Complaint Information Management System (OCIMS) had been developed that would enable online registration of complaints in corruption cases. The portal being developed by NIC will also have provisions for the complainants to upload photographic/video/audio evidences online along with their complaints.
“All Sub-Registrars in Delhi will now function as Joint Sub-Registrars, and their jurisdiction will cover the entire Delhi. So, anyone residing in Delhi can make an online appointment for property registration at any of the 22 Sub-Registrar Offices in Delhi,” the AAP government said in a statement. In Delhi, the erstwhile Sheila Dikshit government had tried to connect the 16 sub registrar offices in Delhi.
“Many complaints about the Sub-Registrar Office often reach chief minister Arvind Kejriwal. One complaint is that in many Sub-Registrar Offices, there are long queues and it takes a long time to book an appointment. On the other hand, some Sub-Registrar Offices do not have excessive crowds. Another complaint that often comes in is of prevalent corruption in many Sub-Registrar Offices.
There are middlemen outside the offices who demand money, and people are forced to pay these middlemen to get their registry work done in the same office. To address these issues, the Revenue Department has initiated this new policy,” reads the statement.
At the review meeting, the LG issued a slew of directions to bring greater transparency in such government offices. The LG issued instructions for regular surprise checks and raids to be conducted in such offices that included Sub Registrar office, Transport, Trade & Taxes and Excise amongst others.
