The unprecedented suspension of Opposition MPs from Parliament does not augur well for conventions

In a shocking turn of events, the suspension of 141 Opposition MPs from both Houses since last Thursday has created ripples and triggered concerns about the health of the nation's democratic institutions. The INDIA bloc has lost almost half its strength in the Rajya Sabha and one-third in the Lok Sabha as 78 MPs were suspended earlier on Monday for "unruly behaviour" and "disregarding the directions of the Chair". While maintaining order and decorum in the House is essential, the mass suspension has triggered a debate on whether the response is proportionate to the charges assigned. True, parliamentary decorum is necessary but, having said that, smooth functioning of the House is as much the Government’s responsibility as it is the Opposition’s. In the old days, back channels were employed by the Speaker to persuade the Opposition from desisting to disrupt the House. Besides, it cannot be termed level playing field as many ruling party MPs have got away with worse behaviour. Apart from seeming undemocratic, such decisions do not reflect nicely on the Government’s inclusive and tolerant nature. This is a record number of parliamentary suspensions in a day and also in a session. The move, amid heightened political tension and debates on crucial issues, raises questions about the repercussions for the functioning of Parliament.

Given that the penultimate session of this Lok Sabha has several Bills pending for discussion and voting, the importance of the presence of the Opposition MPs in the House cannot be overstated. This mass suspension threatens to create a void in the representation of various constituencies while transacting business in the House, thereby subverting the democratic process. The Opposition, with its myriad voices, plays a crucial role in shaping legislation and policies that impact the lives of millions. Let us not forget that the world is watching, and rather keenly. Such incidents are widely reported in the world press and a negative sentiment about Indian democracy is generated. There is growing concern around the world that the Indian Government stifles dissent and silences Opposition voices. These suspensions only strengthen such a notion. In a healthy democracy, constructive debates, discussions and disagreements are integral to the decision-making processes. The mass suspensions may create an atmosphere of fear and deter MPs from expressing their views freely. There is a need for the parliamentary leadership to engage in dialogue and find constructive solutions to the challenges. The onus is on leaders from the ruling party to reach out to the Opposition and find an amicable solution that upholds the ideals of democracy. Democracy thrives on the diversity of opinions, and any attempt to curtail this diversity may have long-term consequences for the health of the democratic fabric.
