The Jharkhand government is all set to launch the android application (App) for providing Rs 25 per litre subsidy on petrol to the poor and middle class families of the State. Under the scheme, pink and green ration cardholders of the state owning two-wheelers will get Rs 25 per litre on petrol for a maximum of 10 litres in a month.
The National Informatics Centre (NIC) has prepared the App for Chief Minister Hemant Soren’s ambitious petrol subsidy scheme. The Chief Minister will launch the App for the people of the State on January 26 after the Cabinet gives approval of the scheme. After that the poor families desirous of petrol subsidy will start applying on this App. After checking the applications at two levels, from January 26, the Chief Minister will launch this scheme by sending the subsidy amount to the beneficiary’s account in Dumka.
In the proposal prepared by the Food Supplies Department, it has been estimated to give subsidies on petrol to 20 lakh families in the financial year 2021-22. According to this, if 20 lakh families take subsidy in this financial year, then there will be an additional burden of Rs 50 crore per month on the government fund. However, in the financial year 2022-23, the department has finalized the scheme by estimating it to benefit 30 lakh families.
The App designed for subsidy at the rate of Rs 25 per liter on maximum 10 liters of petrol per month has been named ‘CM Support Scheme’. The full form of SUPPORT will be as follows – SU to Subsidy, PP to Purchase of Petrol and RT to Riding two Wheeler. Poor families will apply on this App. Their application will be scrutinized at two levels -- First at DTO level and second at DSO level.
The DTO will examine all the technical aspects of the two wheeler, which will include registration, tax, validity, pollution and other information. At the same time, the validity of the ration card and the information entered in it will be confirmed by the DSO. The applicant will have to give a ration card number, name of all family members, in whose name which two-wheeler, bank account and other information. As soon as the facts are confirmed in the investigation, 250 rupees of subsidy will be transferred to the account of the beneficiary.
The Food and Civil Supplies Department had sought data from the Transport Department on how many out of 59,17,872 families and 4,87,964 green ration card holders who have two wheelers, three wheelers or four wheelers identified under NFSA. But the Transport Department said that it is not mandatory to take Aadhaar number at the time of registration, so the data of which vehicle is owned by which poor family cannot be provided. After this, it was decided to ask for all the data in the application from the vehicle owners and the app was prepared accordingly. Now on the basis of the information given by the applicant on the app, it will be known which beneficiaries have two wheelers.
