AAP promises 6 new districts, ownership to slum dwellers & stringent land laws in manifesto

The Aam Aadmi Party (AAP) released its manifesto on Friday for the ensuing state assembly elections for which the polling is scheduled to be held on Monday. 

Senior party leader and Delhi cabinet minister Gopal Rai released the manifesto- Vachan Patra in Dehradun while the chief ministerial candidate of AAP Ajay Kothiyal released it from Gangotri. Kothiyal also released an affidavit signed by him stating that the public can file a case against him if he fails to fulfil his promises after forming the government. Addressing a Press conference in the party's head office in Dehradun, Rai said that the manifesto includes 10 guarantees recently made by national convener of AAP Arvind Kejriwal and 119 promises by Kothiyal. 

In the manifesto, AAP has promised to make the state corruption-free besides increasing the state budget by five times. Rai said that their government will also increase the budget for education from currently about five per cent to 25 per cent of the state's total budget. He said that the party will make Gairsain the permanent state capital and form six new districts – Kashipur, Roorkee, Kotdwar, Didihat, Ranikhet and Yamunotri. The AAP government will also work in the formation and implementation of stringent land laws, he added.

According to the manifesto, the AAP government will give Samman Rashi of Rs one crore to the families of each martyr of the army, police and paramilitary force from the state. The party has also promised to provide government jobs to ex-army personnel. 

"General Bipin Rawat Armed Forces Preparatory Institute will also be built to provide training for recruitment in the army," said the AAP leader. He said that their government will also construct a sports university in the state. The party has promised to regularise the jobs of outsourced employees and provide Rs 4,600 grade pay to police personnel. Besides this, it promised through the manifesto to start Uttarakhandiyat Pension scheme to prevent migration from mountainous regions and implement first Pahadi Krishi policy of the country.

"Our government will also restore the old pension scheme and release a separate budget for women welfare projects. We will also make Uttarakhand the spiritual capital of Hindus and will provide free pilgrimage to the senior citizens. The state will also be developed as a hub of adventure tourism along with medical and wellness tourism. Facilities of air ambulance will also be provided in remote and mountainous areas. A Purohit Kalyan Board will also be formed. People of slums will be given ownership of their houses too," said Rai.

He also said that if AAP fails to fulfil its promises, people can file a case against the party unlike the other political parties who do not care about the consequences once they win the elections.
