Haryana Govt committed to double farmer’s income by 2022: Guv

Haryana Governor Satyadeo Narain Arya on Tuesday said the State Government is committed to double the income of farmers by 2022 and promotion of agriculture and welfare of the farming community will be one of the major thrust areas of the current Government.

Addressing the first session of 14th Vidhan Sabha,  Arya urged the newly elected member of  the Legislative Assembly to encourage the farmers in their constituencies to avail the benefits of three one-time settlement schemes  before November 30. He said three one-time settlement schemes are being run by the State Government to help the farmers, who had defaulted on loan repayments. So far about 75,000 farmers have availed the benefits of complete interest and penal interest waiver amounting to Rs 220 crore.

He said to harness Information Technology to provide comprehensive revenue records of Jamabandi, Mutations and Khasra Girdavari in a user friendly manner, the Haryana Government will take up a comprehensive GIS mapping.  He said GIS Mapping will be done  in collaboration with Survey of India, thereby enabling holistic planning, accurate demarcation of land and detection of land use changes.

The Governor said digitization of age old Revenue Records and modernization of Revenue Record Rooms will be completed in a time bound manner.

 To reduce accidents on railway crossings, all railway crossings in Haryana will be eliminated by providing ROBs/RUBs by the year 2020, he said, adding that road network in every constituency of the State will also be improved in an equal and unbiased manner.

Arya said the railway Stations in the State will be improved in collaboration with Indian Railway Station Development Corporation Ltd. Apart from this, the construction of Haryana Orbital Rail Corridor will be expedited.

On SYL, Arya said the present State Government will leave no stone unturned to bring to Haryana its legitimate share of surplus Ravi Beas waters through the Satluj Yamuna Link (SYL) canal at the earliest.

He said the State Government would also vigorously pursue the case before the Apex Court so that Hansi-Butana multi-purpose link channel becomes operational soon. Expeditious construction of three large upstream storage dams at Renuka, Kishau and Lakhwar Vyasi on river Yamuna and its tributaries would be the foremost priority of the government, he said.

Arya said the recruitment process in the State will be made time bound.   Besides, free coaching will be provided to the students of low income group families for appearing in various competitive exams.

The Governor said that the State Government would also ensure that Job fairs are organised regularly in every district to enhance recruitment of Haryana youth in private sector jobs also.

 He said to ensure proper facilities to nurture the budding sportspersons, adequate number of new Khel Nurseries would be opened in the State.

In his speech,  Arya said that keeping in view the recommendations of Draft National Education Policy 2019, the Haryana Government will impart free education to the students of classes from 1st to 12th on the lines of the Right to Education Act 2009. Apart from this, modern infrastructure will be provided in every Government school including solar panels, smart class rooms, modern dual desks and   English, Science, Mathematics and computer labs will be established in Government High and Senior Secondary Schools.

The Governor said that to ensure safety of women in Haryana, four dedicated Fast Track Courts and 12 Special Fast Track Courts will be set up in the State to expedite trial of cases relating to crime against women and of sexual offences against children respectively. The Government would soon unveil a comprehensive Action Plan to tackle sexual and gender based violence, he added.

ASSEMBLY PAYS TRIBUTES TO SUSHMA SWARAJ, ARUN JAITLEY

   The Haryana Assembly on Tuesday paid tributes to former Union Ministers Sushma Swaraj, Arun Jaitley and other noted personalities and martyrs from the state who passed away recently.

The House paid tributes to those who passed away between the end of the monsoon session of the previous assembly and the beginning of the current session of the newly constituted House.

Chief Minister Manohar Lal Khattar, who is also the Leader of the House, paid tribute to the departed souls and read out the obituary resolutions.

Besides the two former Union Ministers, the House paid tributes to former member of Haryana Legislative Assembly, Devi Dass, freedom fighter Amilal of Meerpur village in Rewari district and nine martyrs who sacrificed their lives to safeguard the the country.

The House also placed on record its deep sense of sorrow on the demise of Sneh Lata, wife of former Chief Minister Om Prakash Chautala, Vidyavati and the sister-in-law of legislator Krishan Hooda.The members of the House observed a two-minute silence as a mark of respect to the deceased.

Gian Chand Gupta, Speaker of Haryana Vidhan Sabha and deputy Chief Minister Dushyant Chautala also read out the obituary resolutions and paid tribute to the departed souls.

Leader of Opposition and Congress leader Bhupinder Singh Hooda and INLD leader Abhay Chautala also read obituary resolutions on behalf of their parties.

NO VISION, IN GUV ADDRESS, SAYS HOODA

Speaking on the Motion of thanks on Governor’s address,  Leader of opposition in the Assembly Bhupinder Singh Hooda hit at the BJP-JJP led coalition government and said that in Governor’s address, there was no vision and no achievement. "The State Government has prepared Governor’s address in a hurry. BJP and JJP had made more than 420 promises and nothing has been mentioned in Governor’s address," he said.

Hooda said BJP leaders had claimed that they had run corruption free and transparent government but several scams and corruption were reported in the newspapers in the last five years.

"As per several reports, health system in the State is the poorest in the country.  BJP had made 154 promises to the people of the State even before the last assembly elections, but these promises have not been fulfilled yet," he said.

Hooda said there are several reasons of increasing pollution. Farmers should not be made responsible for that, adding that the government should come out with concrete plan to address pollution issue. Government may think of giving bonus to farmers to prevent them from stubble burning.

He said while the BJP Government  talks about doubling the income of the farmers, forgetting that under their Governance crop of farmers is not being bought and the farmer is forced to sell the crop at a paltry price. "The BJP was had earlier promised  the implementation of the Swaminathan Commission report before the last assembly election, but today there is no mention of this report," he added.

Indian National Lok Dal general secretary Abhay Chautala said that nothing concrete has been done for increasing employment avenues for the youth of the State even though the unemployment rate in Haryana is highest in the country. In the vision presented there has been talk of safety of women, but in the last five years there has been a huge increase in the cases of atrocities on women, he said.

Senior Congress leader Raghuvir Singh Kadian said that the parties involved in the coalition government had made many promises such as loan waiver for farmers, zero -interest loan, old age monthly pension of Rupees 5100. All of these are missing from this vision.
