RCCMS to monitor revenue cases online

In a major boost towards quick disposal of revenue cases at tehsil and district levels, Chief Secretary Aditya Prasad Padhi has launched the Online Revenue Court Case Monitoring System (RCCMS) on Tuesday.

Addressing the officials on the occasion, Padhi said, “Technology is the key to more transparency and good governance. It also enhances the accessibility of the people to the service delivering system.” He directed all the revenue officers to adopt more and more ITES for quick and accurate delivery of services.

The Chief Secretary also inaugurated a booklet on e-Governance Initiatives taken by the Revenue and Disaster Management Department. Principal Secretary of the department Dr Chandra Sekhar Kumar explained the basic objectives and modus operandi of these e-Governance modules. Chief Secretary Padhi visited the Project Monitoring Unit of the department and inspected the actual flow of work in online systems.

Additional Secretary Sangram Mohapatra said the officers dealing with revenue cases would do all the case related transaction through the online system. The moment an applicant submits his application, it would be entered in the system and the applicant would get the case number, user ID and pass words through SMS.

Mohapatra added, “Then, after the officers will write their notes and orders in the online system. The applicant can see the status of his case and final order by logging into the system through his user ID and pass word.”

This will reduce the burden of running to Tehsils and other revenue offices and will also weed out vested interests. The Tehsildars, Additional District Magistrates and other revenue officers were asked to enter all the necessary data and inputs on the system.

Principal Secretary Dr Kumar asked all Sub-Collectors and Tehsildars to have an assessment of the presently running computers in their respective offices and see how many of them have old configuration like Intel Processor/512. They were asked to upgrade the computers with latest versions of the configuration with preloaded antivirus.

Available data show that as of now e-registration has been made functional in 187 Sub-Registrar offices; and more than 95 Tehsil offices are already having online mutation system. Gradually all tehsils will have e-mutation with the increasing internet connectivity. Besides, the department has also put in place the ITES systems like Dynamic Web Information System of Tehsils, Document Management System, Bhulekh and Bhunaksa. The department has set a roadmap for introducing online revenue collection and Government land banking system.
