Govt tables Supplementary budget of Rs 1117.12 cr in House

The State Government today tabled supplementary budget for the FY 2018-19 in the tune of Rs 1,117.12 crore on the first day of the three-day Winter Session of Jharkhand State Assembly here on Monday. Although opposition MLAs raised contemporary issues during the hour-long proceedings of the House, Speaker Dinesh Oraon suspended the proceedings after condolences till December 26.

Before the beginning of the session JMM MLAs protested in front of the main gate of the house raising slogans and holding placards in support of para teachers. The MLAs had also adorned T-Shirts with slogans written on them.

As soon as the House began and the Government presented the supplementary budget Opposition MLA Rajkumar Yadav came in the well of the House and started raising slogans. The opposition party leaders joined the chorus but Speaker Dinesh Oraon called for condolence expression.

The Speaker, CM Raghubar Das, Opposition Leader Hemant Soren, JVM leader Pradeep yadav, AJSU party MLA Chandraparakash Chaudhary among others paid tributes to several people including former PM AB Vajpayee, writer VS Naipaul, ND Tiwari, Anant Kumar, Kuldeep Naiyyar, Ajit Wadekar, martyrs of security forces among others. Some MLAs also paid tributes to para teachers, who have died during their protests since last session of Assembly.

The government has made provision of Rs  19,449.21 lakh for Home, Prisons and Disaster Management Department, while Rs 19,415.66 have been proposed to be allotted to the Health and Family Welfare Department. Rural Development, Energy, Law and Drinking water Departments have also been given a major share of the budget.

Earlier, JMM executive president cum Leader of Opposition Hemant Soren said that the Winter Session was merely an eyewash. “Why has the session been called is a big question. Earlier there was doubt on calling the session, but now when it is running there will be many questions. There are so many things. We will not reveal our strategy but the Government is going to be surrounded from all sides on many issues,” he said.

BJP’s Chief Whip RK Kishore targeted the Opposition saying that it was not letting the House run from the last three sessions. “The government is ready to discuss any issue in the House. Solutions can only come out through discussion,” he said appealing to the Opposition parties to put their viewpoint in the House.

Meanwhile, the Speaker chaired the Business Advisory Committee meeting in the House on Monday and it was decided that a special debate on para teachers’ issue will be conducted in the Assembly on Wednesday.
