Jind Jail Superintendent, deputy found guilty

Haryana Additional Chief Secretary, Home Department Ram Niwas on Monday said Jind Deputy Commissioner and an IG level officer who had been deputed to conduct an enquiry into video of the cultural programme in district Jail Jind, which went viral on social media, have submitted their report in which Jail Superintendent and Deputy Jail Superintendent concerned have been found guilty.

The State Government has taken a serious view of the incident and strict disciplinary action would soon be taken against the Jail Superintendent, Atma Ram, and Deputy Jail Superintendent, Sewa Singh, he said.

According to the report, the incident occurred due to the negligence of these officers and the cultural programme was organised in their knowledge.

Replying to a question, he said the report has just been submitted and action would be taken after it was examined.

Violation of the jail manual has definitely occurred as calling outsiders for such programmes on jail premises and involvement of officers in such programmes is not within the bounds of propriety, Ram Niwas said.

The video had shown the jail warden in uniform performing vulgar dance steps with a professional dancer on a stage inside the Jind jail premises during a function organised to mark the Holi festival.

Replying to another question, he said that information regarding the incident had been received through social media and the media played an active role in highlighting the incidents of negligence by officers. High-level officers had no knowledge of any such incident.

Asked to comment on the status of arms licences in the state, Ram Niwas said 1,40,617 people had arms licences, of which 1,37,877 had taken UID numbers. Show-cause notices would be issued to the remaining 2,740 persons who had not approached for getting UID number by the deadline of March 31, 2017, and further investigation would be conducted. Such licences are being considered illegal by the government, he added.
