SKIPA to train Class II, III employees in districts

Known for preparing administrative officials of Jharkhand for their arduous job profile, Shri Krishna Institute of Public Administration (SKIPA) will now broaden its gaze to train Class II and Class III Government employees by expanding its reach to districts.

This was ideated by Director General, SKIPA Sudhir Prasad as he, along with Principal Secretary, Personnel, Administrative Reforms and Rajbhasa Nidhi Khare, inaugurated the institute’s website and several other modern facilities on Friday. Documentation reports events and initiatives hosted by the training institute were also released.

“As per guidelines of Government of India, 2.5 per cent of the total budget of an establishment’s budget has to be devoted to training activities but Jharkhand has been an underachiever in this field. The reason behind this is not covering government staff from all sections,” stated Prasad.

He further added, “Arrangements will be made in every district of the State to train Government staff from Class II and III to better utilise the funds with SKIPA. Also, higher Government officials are getting only induction training when they join the services, whereas they should be trained four times at different points of time during their term. This matter will be addressed too for utilising our budget in the prescribed manner.”

Addressing the congregation, Khare underlined the changes SKIPA has gone through with the passage of time and suggested some of her own to better the institute’s standing.

“Training institutes like this prepare Government officials for their jobs. Compared to what SKIPA was 20 years ago, the institute has geared up for times ahead by absorbing modern values. Now, keeping up with the pace of time, SKIPA needs to offer online courses, be it diploma courses or certificate courses,” said the Personnel Secretary.

As a former trainee of SKIPA herself, Khare urged the present trainees to be better with their research and documentation work. “Documentation reports and research papers should be good enough to be published in renowned journals. Although no one wants to take up research as a career, the vast expanse of knowledge will be very helpful if someone kept it safe,” she said.

New Training Policy for Jharkhand is also in the pipeline, intimated Prasad while talking to media personnel after the inauguration ceremony. The Policy has been sent to State Government for their final nod, he added.

Use of solar power featured prominently among the new facilities announced today. “Solar water heater is being used in SKIPA hostel quite successfully. With this, we are cutting down the emission of greenhouse gases from electricity generation. Soon, a 100 kW roof-top solar power plant will be installed in the SKIPA building by JREDA,” Prasad said.

Inspector General (Prisons) Suman Gupta, IT Secretary Sunil Kumar Barnwal and Namkum CO Thakur Gauri Shankar Sharma were named first, second and third respectively among the best resource persons who contributed to SKIPA, as evaluated online by the trainees themselves.
