In an attempt to develop a modern, comprehensive and transparent land record system, the AAP Government has started implementing the computerisation of the land record project in the national Capital.
A senior officer said that land records of all rural villages of Delhi except for villages of North district and those under consolidation, enquiry or mutilated records, have been digitised and digitally signed.
There are about 356 villages in the national Capital.
“Only digitally signed Record of Rights (RoR) shall be issued at the district offices of GNCT of Delhi from November 1 for the digtally signed khatas. The RORs can be obtained from the Citizen Service Centres at the respective district offices or can also be downloaded from the Government website — htt://dlrc.delhigovt.nic.in/,” said the officer.
The district offices have been directed to prominently display the list of villages and khattas which are yet to be digitally signed at the notice boards and the respective district websites, he said. The digital signing of the records of the North district will be completed soon, he added.
A source said that the web-based online mutation module is also being launched shortly, which will be interlinked with the ROR. “Hence any mutation will be reflected in the ROR on an immediate basis. A total of 33,458 khatas have been digitised so far.”
The digitisation of land records will now ensure that there is no tampering in records by revenue field functionaries.
Another officer said that since the records are being digitally signed by the Tehsildars, they will be legally valid documents. “No longer would a citizen be required to visit the revene office in person or made to stand in queues to get his or her revenue records.”
