E-Nibandhan a hogwash for property seekers?

Purportedly introduced to ease woes of common citizen looking to register properties, the system of e-nibandhan seems to have caught with some early bugs. The online registration system has hit many very badly as they are fearing to lose the registration fee and stamp duty paid through internet banking gateway, leave alone the registration done.

Narrating his ordeal Nirvhay Singh, a resident of Kadru, said that as against the promise the system tuned even worse than the manual one in place. “I was required to do pre-registration using e-nibandhan website. After adding all the details, website validates application entries and then allows printing the registration application form. I went ahead and made the payment through my bank account and got receipt. But to my utter surprise there are mismatches between entries in the application form I filled and generated using the website and entries in the form that is shown to me by the data entry operator in the registrar office,” said Singh.

His e-nibandhan application form correctly shows Thana No. 208, Ward No. 47 and Mauza Kadru-208-47. But the same entries with the data entry operator shows Thana No. 47, Ward No. 208 and Mauza Kadru, interchanging Thana number with Ward number.

Similar is the case of one who came all over from Bangalore to register a flat in Ranchi. Stuck in identical situation he suspects some kind of mala fide intentions so that “scope for manual correction” remains. “The data entry operator does not trust on e-nibandhan application form. He takes print out of whatever is being shown to him on his machine. So, ultimately at the end of all this, my registration was executed with wrong entries which would stand invalid,” he said requesting anonymity.

When contacted a senior official of the Registration Department admitted about some glitches due to slow server and software problem.“We have come to know about some problems. Perhaps the server remains a bit slow. In some cases the software does not convert e-nibandhan application form to registrar office data entry form correctly,” said Ranchi District Registration Officer Santosh Kumar.

This apart, even now the registration seekers are often being diverted to Pragya Kendras where a certain percentage of the registration fee and stamp duty is to be paid to the operator.“The amount sought is as much as 12 per cent of the registration fee which is unbecoming in the given system and considering the price of property now-a-days. It is also not inconformity with tall claims about transparent and online system,” he added.

As the e-nibandhan is launched on March 25, staffs at Pragya Kendra are also not trained properly for the work and thus leading to the error prone system. It presents tough time for the citizens. Subsequently, it leaves scope for manual manipulation with, the sufferers allege, allows immoral practices.

“My e-nibandhan application form was showing number of pages 48, but data entry operator said that his record puts in up to 100 pages. This error was manually corrected by the data entry operator by adding blank pages in order to keep page numbers in sync,” said Nirvhay Singh.

Real worry is the process for any kind rectification in the online generated registration details. “I was given a standard response that nothing can be done about it unless there is an order from people higher up in the administration. One person suggested me to do a rectification deed and pay stamp duty and registration fee again. That means I will have to spend Rs 1,75,000 again because of a problem in the system used by the Government,” baffled Singh.
