Confined in circuit house, manager may move rights panel

A letter from a circuit house manager to the Rajasthan Chief Secretary has become talking point in the corridors of power in the State capital as the official has threatened to approach the State Human Rights Commission for his alleged exploitation.

Subrata Shah, the manager of the circuit house at Mount Abu, the only hill station of Rajasthan, in his letter said that as this circuit house is the most sought-after place by officials and other VIPs, he had to stay in the circuit house 24x7.

“For the past several months, I have not taken any weekly off and also worked on other Government holidays, because there is no alternate arrangements”, Shah said.

He said that this was nothing but exploitation of a Government servant.

Shah, in his letter, has threatened if his case was not heard and no alternate arrangements were made, he would lodge a complaint with the State Human Rights Commission against his exploitation.

Shah also reminded Chief Secretary CK Mathew of his earlier letter and said no action was taken on his plea.

According to officials, in the past Shah had sought transfer from here. But owing to shortage of staff looking after circuit houses and Dak Bungalows, his request was not entertained.

Currently, Governor Margaret Alva is staying at Mount Abu, as Governor’s office shifts to the hill station during summer.

A good number of Government officials, Ministers and other VIPs visit this place during summer. They prefer to stay in this circuit house because of its location and beauty.

Generally, circuit houses  are located at the district headquarters. But Mount Abu, which comes under Sirohi district, is an exception being the summer abode of VIPs since the British rule days. Mount Abu is only tehsil in the State where an IAS is posted as SDM, the post normally held by a RAS officer.
