IAS Parth Gupta sets benchmark for people-centric governance

When governance is driven not only by rules but by empathy, it creates lasting change. Such an inspiring example has emerged from Yamunanagar, where the humane and proactive leadership of the then Deputy Commissioner, IAS officer Parth Gupta, turned empathy into action, ensuring that poor and needy families received the security and dignity of safe and permanent shelter.
Recognising the hardships faced by families forced to live under dilapidated or makeshift roofs during rain, heat and cold, Parth Gupta took a compassionate initiative in this direction. Under his guidance and proactive efforts, construction and repair work of rooftops of 100 poor families was successfully carried out in the district through Corporate Social Responsibility (CSR) funds.
These efforts ensured that vulnerable families received a secure and dignified living environment. The initiative is proposed to be expanded further so that no family in the district remains without a proper roof over their head. For this exemplary initiative, Gupta’s efforts received State-Level recognition, and the project was honored under the “Good Governance Award Scheme-2025” on the occasion of Good Governance Day.
As a result of his visionary leadership and sensitive administrative approach, industrial units in the district were associated with this campaign. Implemented on a Public–Private Partnership (PPP) model, the scheme provided major relief to poor families. Under the guidance of Gupta, and with the support of under-training IAS officer Suman Yadav, the district administration and CSR partners jointly completed construction and repair of rooftops of 100 eligible families at a cost of approximately Rs 40 lakh.
In recognition of the success of this innovative initiative, the Haryana Government conferred a State-Level Award under the Good Governance Award Scheme 2025. During a ceremony held on December 25, Haryana Chief Minister Nayab Singh Saini honoured Additional Deputy Commissioner Naveen Ahuja, SDO Panchayati Raj Rajesh Kumar Sharma, and JE Panchayati Raj Naresh Kumar Rohilla with cash awards of Rs 51,000 each, along with mementos and certificates of appreciation.
This award was presented under the “Har Ghar Chhat Yojana” of the Revenue and Disaster Management Department. Sharing the inspiration behind the initiative, the IAS officer stated that during his tenure as Deputy Commissioner, many poor families approached him seeking assistance for house construction or repair of damaged roofs.
Understanding their difficulties, he appealed to reputed companies in the district for support, which yielded positive results. Companies such as Isgec and Jamna Auto made notable contributions. Although several challenges were faced during implementation, strong teamwork, inter-departmental coordination, and clear leadership helped overcome all obstacles.
Beneficiaries of the scheme have appreciated this humane initiative of the district administration and the State Government. At present, Gupta is serving as Director and Special Secretary, Sports Department, and has also been entrusted with the additional charge of the Tourism Department. Through these roles, he is making effective efforts to promote sports development in the state while also strengthening and making the tourism sector more attractive.
