Himanta launches Swagat Satirtha 2.0 for staff transfers

In a major move to streamline administrative processes and enhance ease of governance, Assam Chief Minister Himanta Biswa Sarma on Monday launched ‘Swagat Satirtha 2.0’. The portal is designed to facilitate the mutual transfer of Grade III and Grade IV State Government employees through a transparent, digital mechanism.
Speaking at a function held at Lok Sewa Bhawan, the Chief Minister highlighted that Assam has become the only State in the country to adopt such a transparent process. Under the new system, transfer-seeking employees can submit applications specifying five preferred districts. Following verification of grade pay and service rules, the system allows applicants to send mutual transfer requests to eligible peers.
“The entire process is now possible with a single computer click. Previously, employees had to travel to Dispur and spend at least `10,000 on logistics to pursue transfer requests,” Sarma said. He noted that the first phase, Swagat Satirtha 1.0, benefited 9,004 employees across 32 departments. The Government has now committed to opening the portal twice every financial year, with the Chief Minister expressing hope that transfer grievances for these grades would be resolved within three years.
Chief Secretary Dr Ravi Kota, Additional Chief Secretaries Ajay Tiwari and Dr KK Dwivedi, Commissioner and Secretary of the General Administration Department MS Manivanan, and a host of other Government officers were present on the occasion.
