Assam’s growth story driven by vision, fiscal discipline, self-sufficiency: Jayanta Mallabaruah

Assam Finance Minister Jayanta Mallabaruah on Tuesday said the State’s economic transformation is being driven by a combination of fiscal discipline, efficient governance and the vision of making Assam a self-sufficient economy under the leadership of Chief Minister Himanta Biswa Sarma.
Addressing the Pre-Budget Discussion Session organised by BJP Assam Pradesh in the presence of State BJP President Dilip Saikia, Cabinet Ministers and representatives from various sectors, Baruah said the Government’s focus has been on ensuring that budget allocations translate into tangible outcomes.
He noted that expenditure utilisation, which earlier remained around 40-50 per cent, has now increased to nearly 80 per cent, reflecting greater efficiency in public spending. “The foundation of our Budget is the Sankalp Patra. Every policy is guided by our commitment to build a self-sufficient Assam,” the Minister added.
Highlighting the state’s economic roadmap, Baruah reiterated the Government’s vision of transforming Assam into a Rs 10 lakh crore economy by 2028 through industrialisation, renewable energy, infrastructure expansion and stronger internal revenue generation.
He said Assam has emerged as a preferred investment destination, particularly in sectors such as semiconductors, while renewable energy initiatives, including solar power and pump-storage projects, are laying the foundation for sustainable growth.
Emphasising revenue reforms, the Finance Minister said technology is being deployed to improve GST compliance, widen the tax base and plug leakages without imposing additional taxes. He also called for unlocking the economic potential of sectors like agarwood and strengthening agriculture, livestock and allied sectors to achieve long-term self-sufficiency.
Minister Baruah highlighted the State’s progress in healthcare, citing the Assam Cancer Care initiative in partnership with the Tata Group, and stressed that peace and stability have significantly enhanced investor confidence and economic opportunities.
He also pointed to major infrastructure projects such as the Noonmati-Dighalipukhuri Flyover, Kaziranga Elevated Corridor and Kumar Bhaskar Varma Setu as symbols of Assam’s rapid development. The Finance Minister concluded by acknowledging the growing contribution of Self Help Groups in promoting women’s entrepreneurship and strengthening rural livelihoods, stating that they have emerged as important drivers of Assam’s inclusive economic growth.
