Assam launches Guru Dakshina portal for teachers

The Government of Assam has officially launched the ‘Guru Dakshina’ portal on Sunday, marking a significant step towards providing financial support to educators who were previously left out of the State’s provincialisation process. The initiative, overseen by the Department of School Education and the Department of Higher Education, is designed to offer a one-time financial settlement to eligible teachers of venture educational institutions who were not included under the Assam Venture Educational Institutions (Provincialisation of Services) Act of 2011 or the 2017 amendment.
The newly launched digital platform, accessible at www.gurudakshinaportal.org, serves as a centralised hub for the application process. It is intended to ensure transparency and efficiency, allowing applicants to upload necessary documentation and monitor the status of their requests in real-time.
According to the State Government, this launch underscores a commitment to technology-driven governance aimed at empowering those who have contributed to the State’s educational framework.
Eligibility for the scheme extends to teachers from venture institutions ranging from Lower Primary and Upper Primary schools to High Schools, Higher Secondary institutions, and Degree Colleges. The scheme is specifically tailored for those whose services remained unprovincialised despite their respective institutions being provincialised under the aforementioned legislative acts.
Furthermore, retired teachers who meet these criteria are also invited to apply, while in cases involving deceased educators, nominees can submit applications provided they furnish the required legal heir certificates.
The Government has clarified that the facility is strictly for teaching staff, and non-teaching personnel are not eligible to register. Applicants are required to provide active bank account details in their own name, as financial assistance will be processed directly. To manage the administrative requirements of the portal, a non-refundable processing fee of Rs 300 has been fixed for each application.
The submission process will involve a rigorous three-stage verification system to maintain the integrity of the scheme. Applications will first be recommended by the head of the respective institution, followed by a thorough assessment by a district-level verifier, and a final review by a state-level verifier. Once these stages are cleared, the financial assistance will be disbursed.
