Stationeries prepared by prisoners to be used in Govt offices

In a significant move to promote prisoner rehabilitation and support government operations, a decision has been taken that stationeries and printed materials prepared by prisoners will be purchased and utilized in government offices. This decision was part of a comprehensive review meeting convened by District Magistrate cum Deputy Commissioner  Ananya Mittal, focusing on enhancing prison security and streamlining the functioning of the Excise Department.

Mittal convened a detailed review meeting aimed at enhancing prison security and streamlining the functioning of the Excise Department. The meeting, held in the office room, saw discussions on various aspects of prison security and necessary infrastructural improvements.

The security arrangements at Ghaghidih, Sakchi, and Ghatsila sub-jails were thoroughly examined, with a focus on essential repair and renovation work for cells, the hospital, the watchtower, and the drinking water supply. Additionally, a directive was issued to identify land for the construction of a new jail to better accommodate prisoners. To resolve the drinking water issue at Ghaghidih jail, the Public Health Engineering Department (PHED) was instructed to link the jail to the newly constructed water tower, and plans were made to install a rainwater harvesting system. The Jharkhand Renewable Energy Development Agency (JREDA) was tasked with preparing a proposal to install a solar power system to provide a permanent solution to electricity problems.

To enhance security measures, the installation of 4G and 5G jammers in the jails was mandated. The provision of necessary walkie-talkies and the deployment of an adequate number of security personnel in the watchtower were also emphasized. As part of a comprehensive security audit, administration and police officials were directed to conduct surprise inspections of the jails at regular intervals.

The meeting also considered proposals to connect prisoners with painting (Sohrai) training and other skill development programs. Through Corporate Social Responsibility (CSR) initiatives, an ambulance service for Ghatsila Jail was proposed, to be operated by the jail administration.

For the Excise Department, rigorous investigations of bars, shops, and dealers were instructed, including raids on fake liquor traders and addressing complaints. Bar operators were to be checked for adherence to rules and regulations, with a particular focus on one-time licenses and timetable compliance.

To promote talents and initiatives, it was decided that stationery and printed materials prepared by prisoners would be purchased and utilized in government offices. Additionally, an initiative to promote talents through open painting competitions among prisoners and children of residential schools was proposed.

The meeting was attended by several key officials, including Deputy Development Commissioner  Manish Kumar, SP City  Rishabh Garg, Jail Superintendent, Special Distribution Officer  Mahendra Kumar, Excise Department In-charge Officer  David Balihar, SDO Dhalbhum, and other related departmental officers. Their participation underscored the collaborative effort to address the multifaceted issues pertaining to prison security and excise regulations.
