Punjab Govt to Bolster Prison Security with High-Tech Measures

In a significant overhaul of its prison system, the Punjab Government is set to fortify security and enhance rehabilitation measures across its correctional facilities. Leading the initiative is the construction of a Rs 100 crore high-security jail near Ludhiana, designed to house 300 high-risk prisoners on a sprawling 50-acre campus.

 

Simultaneously, advanced AI-based surveillance systems, cutting-edge jammers, and modern communication tools are being deployed in multiple jails to curtail contraband smuggling, unauthorized mobile usage, and wall-scaling attempts. These measures, combined with a robust focus on rehabilitation and staff strengthening, highlight the government’s commitment to transforming the state’s prison system into a secure and progressive model. 

 

Punjab Jails Minister Laljit Singh Bhullar on Friday revealed that the high-security jail under construction would set a new benchmark in prison security. “This facility will accommodate some of the most high-risk prisoners, ensuring public safety and tighter control over organized criminal activities,” he said. 

 

To counter security challenges, the Government is implementing Artificial Intelligence (AI) - based CCTV surveillance systems in eight central jails to detect contraband throws, wall scaling, and unauthorized mobile use. Plans are already underway to extend this technology to six more jails in the near future.

 

Furthermore, V-Kavach jammers are being installed across 12 sensitive jails following their success at Central Jail Bathinda, where an additional CRPF company has been deployed to ensure maximum security. 

 

Efforts to modernize prison communication include the installation of over 750 inmate calling systems to prevent illegal mobile usage. Advanced X-ray baggage scanners and enhanced CCTV surveillance will also be deployed in high-security zones where high-risk prisoners are lodged. 

 

To strengthen intelligence and security operations, the newly-established Research, Analysis, and Intelligence Wing, operational since October 2023, has been instrumental in conducting behavioural analyses of inmates and preempting security breaches. This specialized unit has added a crucial layer of oversight to the prison system. 

 

Rehabilitation remains a cornerstone of the government’s strategy, with 2,200 inmates currently enrolled in educational programs under the “Sikhya Daat Project”. Additionally, 513 prisoners are set to join skill development courses in trades such as electrical work, plumbing, and tailoring this December.

 

The Department has also expanded its commercial initiatives, establishing two new petrol pumps at Nabha and Fazilka, increasing the total to eight, thereby generating additional revenue and providing work opportunities for inmates. 

 

Addressing staffing concerns, Bhullar announced that 738 warders and 25 matrons have been recently recruited, while the hiring process for 179 additional guarding staff is ongoing. The revival of 1,220 posts across various cadres has also been approved, with recruitment set to begin soon. 

 

For psychological support, the Department has appointed three counselors under the Punjab Prisons Development Board to assist inmates and staff, fostering a healthier environment within the correctional facilities. 

 

Bhullar reiterated the government’s dedication to create a secure and humane prison system under Chief Minister Bhagwant Mann’s leadership. “These comprehensive measures are not just about security but also about giving inmates a chance to reform and reintegrate into society. Punjab is setting an example for other states by combining technology, infrastructure, and rehabilitation in its approach to prison management,” he emphasized.
