New chief secretary known as a ‘performer’

The key to realising any vision is having an exceptional team capable of translating their leader’s vision into action with clear intentions and precise implementation. When Yogi Adityanath became the chief minister in 2017, he identified a group of bureaucrats who not only possessed experience and efficiency but also demonstrated integrity, tenacity and a strong work ethic. IAS officer Manoj Kumar Singh is one of these vital members of ‘Team Yogi’, who, after a rigorous selection process, has now assumed the role of chief secretary of Uttar Pradesh.

Manoj Kumar Singh, a 1988 batch IAS officer, is recognised as a ‘performer’. As one of the senior-most officers, he has earned a stellar reputation in the bureaucracy due to his extensive experience, efficiency, dedication and competence. This is why Chief Minister Yogi Adityanath has consistently shown confidence in Singh throughout his tenure. It is often said that Manoj Kumar Singh has fully embraced Yogi’s mantra of ‘timely delivery’.

Manoj Kumar Singh currently holds two pivotal positions as the agriculture production commissioner and the infrastructure and industrial development commissioner of the state. In addition to these roles, he is also serving in senior capacities as the Additional Chief Secretary of Panchayati Raj and Food Processing, as well as the Chairman of UPDA, UPSHA, and PICUP, all of which are crucial for the state’s development. During the COVID-19 pandemic, he played a significant role in controlling the spread of this disease in rural areas. He also contributed to both the planning and implementation of Chief Minister Yogi Adityanath’s successful BC Sakhi scheme.

Manoj Kumar Singh played a crucial role in realising Chief Minister Yogi Adityanath’s vision of making the 2019 Kumbh Mela a grand global event. As the nodal officer, he oversaw every preparation related to Kumbh-2019. Now, as chief secretary, his extensive experience will be instrumental in successfully organising Mahakumbh 2025.

As the additional chief secretary of Panchayati Raj, Manoj Kumar Singh successfully implemented Chief Minister Yogi’s mission at the grassroots level. His efforts were pivotal in achieving the declaration of all 75 districts in Uttar Pradesh as open defecation-free and in constructing the highest number of toilets in the state.

Singh led every phase of the Global Investors Summit, which brought investments worth over Rs 40 lakh to Uttar Pradesh. Prior to the summit, he was a key member of Team UP, which traveled to various countries to promote Chief Minister Yogi’s message. Singh also played a significant role in organising the main event of the GIS.

In February 2024, during the organisation of the fourth groundbreaking ceremony (GBC-4) aimed at implementing projects worth Rs 10 lakh crore, Manoj Kumar Singh, in his role as infrastructure and industrial development commissioner, orchestrated the entire event.

In addition to expanding women’s self-help groups, Singh has also played a significant role in ensuring the effective implementation of child development schemes.
