Governor Santosh Kumar Gangwar has written a letter to Chief Minister (CM) Hemant Soren. It is said that the SPT Act is applicable in Santhal Pargarna. Despite this, tribal land is being transferred on a large scale on the basis of plain donation letters and affidavits, which is extremely serious.
Gangwar has further written that the Governor has been given special responsibility to protect the interests and land of the tribals in the scheduled area, due to which the Governor has requested the CM to stop the illegal activities happening in the Santhal area in view of the seriousness of the situation. He has also talked about 100 per cent compliance of the provisions of SPT.
Through this letter, the Governor has asked the CM to take action against the illegal activities happening in Santhal. Along with this, he has also asked the CM to instruct the officials regarding this.
In the letter, Gangwar has cited the report submitted by the member of the National Commission for Scheduled Tribes on demographic change in Santhal Pargana and said that due to Bangladeshi infiltration in Santhal, cultural, religious and traditional institutions are constantly changing. "At the same time, religious places are being built illegally on pasture land in rural areas. Along with this, the administration is approving the plans for boundary walls to build graveyards on the land of Jaher Sthan and Dev Sthan," he said.
Citing his report, the Governor has said that in Santhal, tribal women are being married and made second and third wives. “Then they are being elected to the post of Mukhiya. In this way, the resources of the Panchayats are being taken under control by unwanted elements. Also, the police is not taking proper cognizance of the cases registered under the Scheduled Castes, Scheduled Tribes Atrocities Act. Due to this, the tribals there are not getting justice,” he added.
Regarding this, Gangwar said that in the Constitution, the Governor has been given special responsibilities for the administration of the Scheduled Area, especially for the protection of the interests of the tribals and the land. Due to this, the Governor made a special request to the Chief Minister and said that in view of the seriousness of the situation, these illegal activities taking place in the Santhal area should be stopped. Also, the local administration should be directed to ensure 100 per cent compliance with the provisions of SPT.
