The issue of neglect of summer capital Gairsain rocked the Uttarakhand Vidhan Sabha on the second day of the Assembly's winter session on Wednesday. Raising the issue under rule 300 the Chakrata MLA Pritam Singh said that the then chief minister had made a declaration on the floor of the house on March 4, 2020 that Gairsain would be the summer capital of Uttarakhand. He said that despite this declaration the government has not functioned for a single day from the summer capital. Singh added that the Vidhan Sabha session has not been organised in Bharadisain premises of Vidhan Sabha since then. He said since the declaration was made on the floor of the house and no action since then has occurred on it which should be considered a breach of privilege of the Assembly. He also blamed the government for only engaging in rhetoric on Gairsain. Participating in the discussions, the leader of opposition in the Assembly Yashpal Arya said that the then CM had also made an announcement that a sum of Rs 2,500 crore would be spent on development of infrastructure facilities in Bharadisain and Gairsain. Arya said that the then CM had also said that a package of Rs 25,000 crore with the help of the Union government would be brought for the development of Gairsain. He demanded that the State government should inform about the budgetary allocation it had made for Gairsain in this year's budget.
In his response the Parliamentary Affairs minister Prem Chand Agarwal said that the State government is committed to the development of Gairsain. He said that the BJP government had made Gairsain the summer capital of Uttarakhand and the government has made it a point to visit Gairsain on the occasion of Independence Day, Republic Day and the State Foundation day. Agarwal said that the budget session was not held in Gairsain this year as the Char Dham Yatra was at its peak at that time. He declared that the next session of the Assembly would be held in Gairsain. Pandemonium broke out in the house when the minister said that the State was formed by BJP and he too actively participated in the statehood movement. The Congress members opposed the minister and blamed him for deviating from the issue. This led to pandemonium in the house.
